About this file
This is a Pumps Checklist and Condition Assessment form document for Pinellas County, Florida's comprehensive HVAC Systems and Related Services contract. The document establishes mandatory annual preventive maintenance inspection procedures and condition assessment protocols for 82 chilled water pumps and 108 condenser water pumps across approximately 150 county facilities totaling 4.5 million square feet. The checklist requires contractors to perform thirteen specific inspection and maintenance tasks annually, including checking pump operation for wear and corrosion, recording flow and discharge readings, inspecting valves and connections, performing megger insulation tests, conducting vibration analysis on all condenser and primary pumps, and cleaning and lubricating bearings. The form must be completed annually and submitted as part of the Annual Preventive Maintenance documentation package within 30 days of service completion. The overall contract term is 36 months from the award date with two optional 12-month renewal periods, with proposals due April 9, 2026, at 3:00 PM EST and a question deadline of March 30, 2026, at 2:00 PM EST. An anticipated award date of August 12, 2026, has been identified in fiscal review documents.
The contract employs a standardized five-point condition rating scale ranging from "Very Good" (new or like-new condition requiring only routine maintenance) to "Failed" (nonfunctional and requiring immediate replacement), with intermediate ratings of "Good," "Fair," and "Poor" to support formal Condition Assessments and Remaining Useful Life projections. The total estimated contract value is $375,079.00 for the three-year initial term, with a Not-To-Exceed budget of $220,000 comprising $200,000 for preventive maintenance and repairs and $20,000 for authorized discretionary services. Pricing includes estimated labor costs of 3,200 standard repair hours and 400 overtime/emergency hours across the contract term, with parts billed at cost plus percentage markups. Contractors must maintain comprehensive insurance coverage including $1,000,000 Commercial General Liability per occurrence, $1,000,000 Business Automobile Liability, and $5,000,000 Excess/Umbrella Liability, comply with E-Verify and Florida Division of Corporations registration requirements, maintain Pinellas County Security Clearance including Florida Department of Law Enforcement background checks, and demonstrate compliance with manufacturer standards and HVAC industry best practices. Johnson Controls, Inc. has been identified as the anticipated contractor, suggesting a sole source procurement method under Florida Statutes 287.057(3)(c).
