About this file
This is an Eddy Current Checklist and Condition Assessment document for Pinellas County, Florida's comprehensive Chiller Preventive Maintenance and Condition Assessment program for HVAC systems and related services. The checklist establishes standardized inspection and testing procedures that contractors must complete annually for water-cooled chiller assets and their associated components. Specific maintenance tasks include brushing 100 percent of condenser tubes, brushing 100 percent of evaporator tubes, and performing Eddy Current testing on 100 percent of evaporator tubes to proactively monitor internal tube integrity and prevent failure. The document requires contractors to complete the checklist annually and submit it as part of the Annual Preventive Maintenance documentation package, with certification through both contractor and County representative signatures and accompanying dates.
The Condition Rating Scale provided establishes five assessment levels for evaluating component status: Very Good (new or like-new condition requiring only routine preventive maintenance), Good (acceptable operating condition with no immediate corrective work needed), Fair (functional but degraded, requiring increased monitoring and capital planning prioritization), Poor (unacceptable condition nearing failure requiring near-term replacement planning), and Failed (nonfunctional, inoperable, or unsafe requiring immediate replacement or major repair). This structured assessment framework supports the County's long-term asset lifecycle planning and ensures documentation consistency across the chiller preventive maintenance program. Contractors must submit comprehensive Annual Reporting Packages including inspection documentation, test results, and formal Condition Assessments with Remaining Useful Life projections, with performance accountability maintained through quarterly vendor performance meetings and measurable service delivery metrics.
