Previous Bid Tabulation Summary

This is a bid tabulation document for the County of Solano, General Services Department - Fleet Operations Division's bulk fuel supply, delivery, and monitoring services procurement. The solicitation requests qualified vendors to supply unleaded gasoline (87 octane, CARB-compliant) and renewable diesel (RD99, CARB-compliant) to County-owned fuel facilities across Solano County. The County operates nine fuel storage tanks at six locations in Fairfield, Vallejo, Vacaville, Rio Vista, and Winters, with estimated annual consumption of approximately 450,000 gallons (380,000 gallons unleaded gasoline and 70,000 gallons renewable diesel). The procurement was issued as an Invitation for Bid (IFB) with bids due July 10, 2026, following a non-mandatory pre-proposal meeting held on June 16, 2026. The selected vendor shall provide scheduled and on-demand fuel deliveries, emergency delivery capability, and remote fuel inventory monitoring compatible with existing Veeder-Root TLS-350 automatic tank monitoring systems to support approximately 700 or more County fleet assets. The contract term commences July 13, 2026 through June 30, 2027, with the County retaining renewal rights for two additional one-year terms for a maximum three-year period, subject to contractor performance and continued funding.

Pricing shall be quoted in cents per gallon as a markup or markdown relative to the OPIS Daily Index using the best available Stockton or San Francisco rack price on the delivery date, with delivered pricing F.O.B. destination inclusive of all freight and associated delivery costs and excluding taxes. The County is exempt from federal excise tax, with applicable state and local sales tax added to invoices by delivery location. Payment terms are net 30-45 days after invoice receipt and equipment acceptance, with early-payment discounts considered in bid evaluation. A local-business preference applies whereby the lowest responsible local-business bidder within five percent of the lowest bid may match that bid to receive the award if the lowest responsible bidder is not a local business. All bidders must be registered as vendors with Solano County. The County reserves the right to award the contract in whole or in part to multiple vendors.
