About this file
This is an Invitation for Bid (IFB) form for bulk fuel supply, delivery, and monitoring services issued by the County of Solano, General Services Department, Fleet Operations Division, in California. The County seeks qualified vendors to supply unleaded gasoline (87 octane, CARB-compliant) and renewable diesel (RD99, CARB-compliant) to nine fuel storage tanks located across six sites in Fairfield, Vallejo, Vacaville, Rio Vista, and Winters. The estimated annual consumption is approximately 450,000 gallons, comprising 380,000 gallons of unleaded gasoline and 70,000 gallons of renewable diesel. The selected vendor must provide scheduled and on-demand fuel deliveries, emergency delivery capability, and remote fuel inventory monitoring compatible with existing Veeder-Root TLS-350 automatic tank monitoring systems. A non-mandatory pre-proposal meeting was held on June 16, 2026, with written questions due that same date at 5:00 p.m. and responses provided by June 18, 2026 at 5:00 p.m. Bids were due July 10, 2026. The contract term commences July 13, 2026 through June 30, 2027, with the County retaining the right to renew for two additional one-year terms for a maximum three-year period, subject to contractor performance and continued funding.
Pricing shall be quoted in cents per gallon as a markup or markdown relative to the OPIS Daily Index using the best available Stockton or San Francisco rack price on the delivery date, with delivered pricing F.O.B. destination inclusive of all freight and associated delivery costs. The County is exempt from federal excise tax, with applicable state and local sales taxes added to invoices after receipt and varying by delivery location. Payment terms are net 30 to 45 days after invoice receipt and equipment acceptance, with early-payment discounts to be considered in bid evaluation. A local-business preference applies: if the lowest responsible bidder is not a local business, the lowest responsible local-business bidder within five percent of the lowest bid may match that bid to receive the award. All bidders must be registered as vendors with Solano County. The contract is intended to support approximately 700 or more County fleet assets and essential services across fleet operations, public works, public safety, and emergency response. The County reserves the right to award the contract in whole or in part to multiple vendors.
