About this file

This is a bulk fuel throughput exhibit prepared by the County of Solano, General Services Department - Fleet Operations Division for an Invitation for Bid (IFB) soliciting qualified vendors to provide bulk fuel supply, delivery, and monitoring services for unleaded gasoline (87 octane) and renewable diesel (RD99) across multiple County-owned fueling locations. The document establishes current fuel infrastructure capacity and projected throughput requirements for a 12-month period from May 1, 2025, through April 30, 2026. The County maintains nine active fuel storage tanks across six locations: three tanks at the Heavy Equipment Shop in Fairfield (capacity of 34,000 gallons combined), one tank at the Light Shop in Fairfield (10,000 gallons), one tank at the Courthouse in Vallejo (10,000 gallons), two tanks at the Public Works Corporation Yard in Vacaville (8,000 gallons combined), two tanks at the Public Works Corporation Yard in Rio Vista (10,000 gallons combined), and one tank at Lake Solano in Winters (500 gallons). Total projected throughput across all locations ranges from 9,270 gallons to 233,274 gallons annually by tank, with the Light Shop in Fairfield representing the highest demand at 233,274 gallons of unleaded gasoline annually.

The selected vendor shall provide reliable fuel supply, scheduled and emergency delivery services, remote fuel inventory monitoring capabilities, and pricing based upon OPIS rack index methodology with delivered pricing inclusive of freight and associated costs. The services will support operational continuity for approximately 700 or more County fleet assets and equipment operated by County departments and partner agencies, encompassing fleet operations, public works activities, public safety operations, and emergency response capabilities. Tank ownership is designated as Fleet assets under the Bay Area Air Quality Management District (AQMD) jurisdiction for Solano County locations in Fairfield and Vallejo, and under Yolo AQMD jurisdiction for Vacaville and Rio Vista locations. The contract represents a competitively procured agreement intended to establish an ongoing fuel supply relationship to maintain uninterrupted fuel availability at all designated County fueling locations throughout Solano County.
