About this file
This is a memorandum from the County of Solano General Services Department - Fleet Operations Division documenting the County's existing fuel monitoring infrastructure in support of an upcoming bulk fuel supply, delivery, and monitoring services solicitation. The County currently operates Veeder-Root TLS-350 automatic tank monitoring systems at designated fuel facilities, which provide site-level tank monitoring and inventory management capabilities including fuel inventory volume tracking, ullage measurement, water detection, fuel temperature monitoring, and alarm functionality. The existing infrastructure operates on individual fuel site consoles supporting local tank monitoring and inventory reporting. The County is seeking qualified vendors to supply unleaded gasoline (87 octane) and renewable diesel (RD99) to fuel facilities throughout Solano County, with services intended to support approximately 700+ fleet assets operated by County departments and partner agencies.
The solicitation contemplates vendor-managed inventory services with remote fuel monitoring and coordinated delivery scheduling capabilities to maintain uninterrupted fuel availability at County fueling locations. The County intends to evaluate vendor monitoring capabilities for compatibility with existing TLS-350 infrastructure while maintaining operational oversight and coordination through Fleet Operations. Fuel pricing shall be based upon an OPIS rack index methodology with delivered pricing inclusive of freight and associated delivery costs. Services will support fleet operations, public works activities, public safety operations, emergency response capability, and essential County services. The selected vendor shall provide reliable fuel supply, scheduled and emergency delivery services, and inventory monitoring to ensure operational continuity across the County's fuel facilities.

County of Solano General Services Department – Fleet Operations Division
Fuel Monitoring Infrastructure and Existing Tank Monitoring Systems
Purpose This memorandum summarizes the County’s current fuel monitoring infrastructure and existing tank monitoring systems supporting County-owned fuel facilities for purposes of operational planning and development of the Bulk Fuel – Unleaded Gasoline and Renewable Diesel (RD99) solicitation.
Existing Fuel Monitoring Infrastructure County fuel facilities currently utilize Veeder-Root TLS-350 automatic tank monitoring systems to support fuel inventory management and monitoring functions at designated fuel locations. Existing systems provide site-level tank monitoring and inventory management capabilities supporting routine fuel operations and fuel delivery coordination.
Current Known System Functions The existing monitoring systems provide operational information including fuel inventory volume, ullage, water detection, fuel temperature, alarm monitoring, and inventory reporting. Tank monitoring systems also support fuel inventory printouts and operational visibility for fuel levels and tank status at individual fuel facilities.
Current County Configuration Based upon currently available information, County fuel monitoring infrastructure appears to operate primarily at the individual fuel site level with separate monitoring consoles supporting local tank monitoring and inventory reporting. Existing infrastructure supports operational fuel management and site-level inventory visibility at County fuel facilities.
Monitoring and Integration Considerations The County is evaluating opportunities to improve fuel inventory visibility and delivery coordination through threshold-based fuel monitoring and coordinated delivery practices. As part of the Bulk Fuel solicitation, the County may seek vendor capability to support inventory monitoring, delivery forecasting, and coordinated fuel deliveries initiated when predetermined fuel inventory levels are reached.
The County intends to evaluate compatibility between vendor monitoring capabilities and existing County fuel monitoring infrastructure while preserving operational oversight and coordination through Fleet Operations.
Procurement Relevance This information is provided to support procurement planning and identify potential monitoring, communications, or integration considerations relevant to vendor-managed inventory, remote fuel monitoring, and coordinated fuel delivery services contemplated under the new bulk fuel agreement.
