Written questions resulting from the site visit must be submitted to the Contracting Officer no later than seven working days after the visit, with a deadline of Monday, 2 March 2026, at 1600 CST. All site visit questions and answers will be distributed as an amendment to the solicitation.

Attendance requires completion of a Visit Authorization Letter (VAL) signed by the company's Facility Security Officer or responsible point of contact. The VAL must include company information, visitor details (name, Social Security number, date and place of birth, citizenship, and clearance data), and company clearance data if applicable. VALs must be submitted via encrypted email to the designated Data Center Security Manager contacts. Individuals without a DoD-issued CAC or Ford Island DBIDS identification must request base access by completing a SECNAV 5512 form and submitting scanned copies of Social Security card and driver's license via encrypted email or DODSAFE. Base access appointments must be coordinated with Lawrence Galusha and should be obtained at 0730 on the day of the visit. The proposed site visit itinerary includes a 1000 meet-in-lobby, a 1045 project overview and location tour (no phones or photos permitted), and a 1100 conclusion and facility departure.

1. Pre-Proposal Site Visit

1.1 A site visit will be offered at the place of performance identified in the PWS, during which vendors may obtain a better understanding of the work required. Offerors are strongly urged to attend this site visit to fully inform themselves about the location and conditions for the work to be performed.

• Project: Data Center Hawaii Rm 191 CRAH Replacement

• Site visit date and time: Wednesday, 25 February 2026, at 1000 HST

1.2 All questions from the site visit, must be submitted in writing to the Contracting Officer no later than seven

(7) working day after the site visit. A record of the site visit and answers to the questions submitted will be distributed to all contractors as an amendment to the solicitation. Contractors are cautioned that, notwithstanding any remarks or clarifications given at the site visit, all terms and conditions of the contract apply unless changed in writing by the Contracting Officer.

• Questions due: Monday 2 March 2026, at 1600 CST

1.3 Due to security concerns, we must limit access to the facility and request each interested company limit their representative to no more than two (2) people per company (2 per prime and 2 per subs).

1. Visitor Access Requirements – Facility Access

A Visit Authorization Letter (VAL) is required for all individuals attending the pre-proposal site visit. Companies are required to provide a Visit Authorization Letter listing each employee attending the site visit. The letter must be on company letterhead, signed by the company’s Facility Security Officer (FSO) or responsible POC (Owner, Division Mgr, or Program Mgr) and must contain the following information:

1. Company’s Name and Address

2. Name and Address of the Facility to be Visited: DISA PAC - Data Center Hawaii

Ford Island, JBPHH, HI 96818

3. Date of Visit: 25 Mar 2026

4. Purpose of Visit: “Pre-Proposal Site Survey for Rm 191 CRAH Upgrade project”

5. Contract Solicitation Number: TBD

6. Full Name and Telephone Number of Hosting Facility’s POCs:

Emailed VAR’s must be encrypted (if originating from a DOD email) or in a password protected PDF/Word document. The password must be sent separately from the document.

2. Visitor Access Requirements – Base Access Individuals attending the pre-proposal site visit who possess a

DoD-issued CAC or Ford Island DBIDS identification have base access. All others must request base access. Individuals without a DoD issued CAC are required to complete a SECNAV 5512 form and submit scanned copies of their Social Security card and driver's license via encrypted email or DODSAFE for processing. Information regarding base access requirements should be included with the VAL email. 1045 - Project Overview and Location Tour with DISA staff. (No phones or photos allowed.)

1100 - Conclude Site Visit and depart facility.
