About this file
This document is a Questions and Answers (Q&A) response file for Solicitation No. HC102826R0004, titled "Data Center Hawaii Rm 191 Computer Room Air Handling (CRAH) Replacement," dated March 2, 2026. The Q&A addresses 14 inquiries from potential contractors regarding proposal submission requirements, technical specifications, and site conditions.
Key technical clarifications include: the required cooling capacity is 10 tons nominal (not 140 kW as stated in one appendix), and proposed CRAH units must fit through the existing doorway without removal. Regarding chilled water (CHW) piping, the existing 1-1/8" pipe will require replacement and rerouting under the raised floor as the 10-ton unit cannot operate with the existing pipe size. Power requirements specify that only internal dual power is required; if unavailable on a 10-ton unit, single power is acceptable. Both existing breakers are 30A, 3-pole, and splices are not permitted on cables. Building Automation System (BAS) compliance requires local controls testing only; full BAS integration will be handled by DISA's controls contractor. For proposal organization, product data sheets may be included in Volume II or as appendices, and pricing quotes must use the CLINs provided on pages 31-33 of the solicitation in MS Excel 2007 format or newer. The contractor may establish the project schedule based on current CRAH lead times, assuming approval for procurement within two weeks of award. Site visit attendees included Vox Electric, Elite Mechanical, Pergravis, Hui Huliau, Aloha AC, Integrity & Honor, AllCom, Boss Communication Technologies, Vertiv, and SMNC Properties. The project is not expected to generate Controlled Unclassified Information (CUI).

5. Solicitation
References
j. DoD Instruction 5200.48, Controlled Unclassified Information (CUI), 6 March 2020.
Q: Will DISA please verify that this solicitation contains no CUI.
This project is not expected to generate any CUI during the development of contract documentation after award.
6. General Is splicing allowed at the existing feeders? No. Splices are not allowed at any point on the cables.
7. General Please provide copies of the pictures taken during the site visit See document following the Q&A portion
8. General Please confirm the size of the existing breakers.
Size of the existing breaker is shown on concept drawing E-600 and in the photographs below. Both breakers are 30A, 3-pole.
9. RFP & Appendix D
RFP Section 6.2.2.1 and Appendix D 2.1.1
In the PWS it calls for the replacement units to be Stulz COS-120 or equivalent.
In Appendix D it states that each unit must have a cooling capacity of 140 kW. The Stulz COS-120 has a cooling capacity of 35 kW. Which is the correct cooling capacity size for the new units?
Required cooling capacity is 10 tons, nominal.
Proposed unit must fit through the door and into the room without removing the door to the room.
10. RFP
PWS 6.2.3.4
Appendix D 2.1.1.14
Provide units with communication cards, switches, and other BAS connections that are IPV6 compliant.
Additionally, the CRAH shall be configured with MODBUS TCP or MODBUS RTU(485) communication cards.
This is conflicting, the contractor cannot perform PWS Sec. 6.2.3.4 without engaging DISA's controls contractor for integration into DISA BAS, there is no language in the PWS for this requirement, please confirm.
DISA will review the product data sheet for the internal configuration to ensure it is BAS compliant.
6.2.3.4: only local controls shall be tested. Paragraph updated to describe as commissioning and remove BAS interaction. Refer to Rev. 1 of the PWS.
11. RFP 2.1.2.3 In the RFP 2.1.2.3 Dual Power Source is requiring the units to be provided with an ATS for dual power source connection. During the site visit it was observed that the existing units are not redundantly powered. If these new units are required to be redundantly powered please provide the panels information these new feeder circuits are to be powered from as well as a floor plan showing the panel locations in relation to room 191.
Please indicate if the contractor will be required to provide a power load study of all panel where breakers are to be installed or replaced.
Only internal dual power is required. If internal dual power is not available on a 10 ton CRAH unit, DISA is willing to accept single power. The equivalent unit identified which will fit into the room does not have dual power.
This project only connects the existing power source to the CRAH regardless of dual power capability.
DISA will perform the short circuit coordination study to determine new breaker settings (ref PWS paragraph 6.3.3.6).
If the replacement CRAH requires additional power, the contractor shall provide the replacement breaker.
12. PWS paragraph 6.2.2.4
Concept Drawing M-101
Existing CHW lines are installed and routed right over servers. Due to the possibilities of a potential leak, I highly suggest to have CHW lines re-routed at requested tie-in for new CRAH and run piping under raise floor to tie-in adjacent new CRAH unit.
Existing CHW pipe may be reused if it sized correctly for the replacement CRAH units. If the replacement CRAH units require upsized pipe, it shall be rerouted in accordance with concept drawing M101 (general note 1) and PWS paragraph 6.2.2.4.b.
It is anticipated that a 10 ton CRAH unit cannot operate using the existing 1-1/8” pipe and the pipe will require replacement and existing pipe removed.
13. Sub Factor 1 States that a schedule should be submitted with the
Proposal. Is there a specific date DISA would like the project to begin on or are we free to choose a date?
The contractor may choose a date. Duration between key tasks is the important portion of the proposal schedule.
Please ensure the current lead time for the proposed CRAH is used, assuming the CRAH from the proposal can be approved for procurement within 2 weeks of contract award.
14. Site Walkthrough Please provide the list of attendees who were present for the site walkthrough
