About this file
This file is a pre-application conference presentation slide deck from the Oregon Department of Education outlining the 2026-2028 Immigrant/Refugee Student Success Plan (IRSSP) Grant program. The grant targets eligible organizations—including school districts, education service districts, early learning hubs, post-secondary institutions, tribal governments, and community-based organizations—to implement projects addressing the statutory objectives of Oregon's Immigrant/Refugee Student Success Plan. Applicants must submit comprehensive applications including a project narrative, partnership forms, detailed activities table, and budget by December 1, 2025, at 3:00 p.m. PST. The performance period runs from April 1, 2026, through June 30, 2028, with a pre-application conference held on October 28, 2025. Two question submission deadlines are scheduled for November 4 and November 19, 2025, with answers posted to OregonBuys on November 7 and November 24. The Oregon Department of Education intends to award approximately 16 grants, with evaluation and notification of intent to award occurring between December 17, 2025, and February 4, 2026, followed by grantee onboarding from February 5 through March 31, 2026.
The maximum award is $200,000 annually for each of the two fiscal years (2026-27 and 2027-28), contingent upon legislative appropriation and annual evaluation. Year 2027-28 funding is contingent on prior-year project implementation assessment and agency approval of the revised project plan. Funding operates on a reimbursement basis with no up-front payments; grantees submit quarterly claims (or monthly upon request) with supporting documentation. Indirect cost rates are capped at 5% for school districts, education service districts, and post-secondary institutions, and at 15% for community-based organizations and early learning service providers, with direct administrative costs limited to 10% of the total grant amount. Grantees must implement approved project plans, participate in mandatory monthly Community of Practice meetings, create open-licensed resources documenting promising practices, and submit quarterly expenditure reports and annual progress reports. ODE intends to award at least one grant per region to ensure statewide representation, with regional considerations factoring into final award decisions. The application process requires completion of all materials within the provided Smartsheet platform, with comprehensive attachments including partnership forms, activities tables, and detailed budgets using ODE-provided templates.
