About this file
This is a Resources Guide prepared by the Oregon Department of Education for the Immigrant/Refugee Student Success Plan (IRSSP) Grant 2026-28 RFA S-58100-000-13825. The guide provides applicants with centralized access to all available materials and support resources for the grant application process. Key resources include the full recording and slide deck from the October 28, 2025 pre-application conference, a compiled Q&A document addressing questions submitted through November 4, 2025, and instructions for navigating OregonBuys to access all RFA attachments and amendments. Applicants may submit additional questions through the RFA Questions Submission Form by the deadline of November 19, 2025, at 3:00 p.m. Pacific Time, with all responses compiled and shared publicly to ensure transparency. The grant application deadline is December 1, 2025, at 3:00 p.m. Pacific Time, with the grant period running from April 1, 2026, to June 30, 2028. The Oregon Department of Education intends to award 16 grants to early learning hubs, school districts, education service districts, post-secondary institutions, tribal governments, and community-based organizations to address objectives within the Immigrant/Refugee Student Success Plan.
The guide emphasizes that all RFA materials, including amendments and updated attachments, are posted to OregonBuys in the File Attachments section, with each new or updated document accompanied by an amendment summary file. Grant funding is structured at up to $200,000 per year, totaling a potential $400,000 for the entire two-year grant period. Indirect cost rates vary by organization type, with school districts, education service districts, and post-secondary institutions limited to 5%, while community-based organizations and early learning service providers can claim up to 15%. Direct administrative costs are capped at 10% of the total grant amount. The grant prioritizes projects demonstrating strong community voice, cultural responsiveness, equity, and anti-racism approaches, with particular emphasis on serving immigrant and refugee students with intersecting identities and improving outcomes in literacy, math, and attendance for PK-5 students.
