About this file
This is Amendment 5 to a Request for Applications (RFA) issued by the Oregon Department of Education for the 2026-2028 Immigrant/Refugee Student Success Plan (IRSSP) Grant. The amendment replaces a canceled pre-application conference scheduled for November 4, 2025, with a Resource Guide containing links to all available materials and support documents. The Oregon Department of Education held an initial pre-application conference on October 28, 2025, with recordings and slide decks available for download through OregonBuys. Questions submitted through November 4, 2025, at 3:00 p.m. have been answered and posted publicly in the Q&A document dated November 7, 2025. Applicants may continue submitting questions through November 19, 2025, at 3:00 p.m. Pacific Time via the RFA Questions Submission Form, with all responses compiled and shared publicly. The application deadline is December 1, 2025, at 3:00 p.m. Pacific Time, and the grant period runs from April 1, 2026, to June 30, 2028.
The grant is intended to support early learning hubs, school districts, education service districts, post-secondary institutions, tribal governments, and community-based organizations in addressing objectives within the Immigrant/Refugee Student Success Plan, with a focus on creating safe school environments, increasing academic rigor, enhancing social-emotional well-being, and strengthening family partnerships. The Oregon Department of Education intends to award 16 grants, each offering up to $200,000 per year for a potential total of $400,000 over the grant period. Indirect cost rates are capped at 5% for school districts, education service districts, and post-secondary institutions, and 15% for community-based organizations and early learning service providers, with direct administrative costs limited to 10% of the total grant amount. Funding is contingent upon legislative appropriation and subject to annual evaluation, with potential continued funding in the 2027-2028 period based on project performance and alignment with Student Success Plan objectives.
