About this file
This is Amendment 2 to Request for Application (RFA) S-58100-00013825 for the Immigrant/Refugee Student Success Plan (IRSSP) Grant, issued by the Oregon Department of Education. The amendment provides a revised link to Attachment J, which contains the recording of the Pre-Application Meeting Conference held on October 28, 2025. The conference recording is available via SharePoint link and serves as supplementary guidance for potential applicants. The grant application deadline is December 1, 2025, at 3:00 p.m. Pacific Time, with grant funding covering the period from April 1, 2026, to June 30, 2028. The Oregon Department of Education intends to award 16 grants to eligible entities including early learning hubs, school districts, education service districts, post-secondary institutions, tribal governments, and community-based organizations. Applicants must develop comprehensive project plans, participate in monthly Student Success Plan Community of Practice meetings, attend annual virtual resource development retreats, and submit project plans, expenditure reports, and progress reports.
The grant offers up to $200,000 per year for each awardee, totaling $400,000 over the two-year grant period. Indirect cost rates are capped at 5% for school districts, education service districts, and post-secondary institutions, while community-based organizations and early learning service providers may claim up to 15%. Direct administrative costs are limited to 10% of the total grant amount. The grant focuses on supporting early learning and PK-5 students in literacy, math, and attendance, with evaluation criteria emphasizing understanding of the community served, project design alignment with Student Success Plan goals, and ability to address service gaps. Funding preference is given to projects demonstrating strong community voice, cultural responsiveness, equity, and anti-racism approaches, particularly those serving immigrant and refugee students with intersecting identities. Continued funding for the 2027-2028 period is contingent upon annual evaluation, project performance, and legislative appropriation.
