About this file

This is a Questions and Answers (Q&A) document from a federal contract solicitation for Operation, Maintenance & Monitoring (OM&M) services at the Naval Industrial Reserve Ordnance Plant in Fridley, Minnesota, with all questions submitted on April 23, 2026.

The solicitation addresses groundwater remediation and facility monitoring services organized into multiple work elements. Key service requirements include extraction well redevelopment (three wells annually under Work Element 07), variable major and minor service calls for equipment maintenance (Work Element 06), air stripper cleaning (typically via pressure washing), wastewater management (approximately 42,000 gallons annually discharged to sanitary sewer at $53.00 per 1,000 gallons under MCES permit), and chemical treatment operations (approximately 350 gallons of ChemTreat CL4635 replenished quarterly). Additional requirements include system monitoring and maintenance for SCADA and internet systems, with recurring costs of approximately $150 monthly for cellular AT&T internet and $1,500 annually for Win911 alarm software license renewal. The government confirmed that equipment purchase costs including pumps are covered under Service Call tasks rather than as separate line items. Notable permit status: the NPDES permit is currently expired with renewal application submitted to MPCA on December 13, 2024, while the MCES permit was recently renewed. The government declined a request for a one-week proposal deadline extension.
