About this file

This is a Standard Form 30 (Amendment to Solicitation/Modification of Contract) issued by NAVFAC Mid Atlantic Contracting Core on May 4, 2026, for Amendment 0004 to solicitation N40085-26-R-0103. The amendment concerns Operations and Maintenance services for EV32, NIROP Fridley, Site 5, and is not extended—offerors must acknowledge receipt prior to the solicitation deadline or their offers may be rejected.

The amendment provides two deliverables: an updated PPI (Presolicitation Information) and a Site Visit Sign-In Sheet. The electronic PPI due date is May 21, 2026, at 2:00 p.m. EDT. The document includes a Questions and Answers (Q&A) section with eight government responses addressing technical clarifications on monitoring scope, task order duration, analytical requirements, permit requirements and fees, waste characterization, historical documentation, chemical dosing rates, and system costs. Key responses confirm the task order is for one base year with four optional one-year extensions funded annually, confirm that 1,4 Dioxane is not required for analysis, clarify permit fee responsibilities, and confirm that electronic files from prior monitoring are available on NIRIS. The contract point of contact is Wesley Parker (wesley.t.parker.civ@us.navy.mil, 757-341-0073). A Site Visit Sign-In Sheet dated April 9, 2026, documents attendees from Bay West, Meadows, and GES.

The DNR Appropriations specifically states there is no fee associated with the permit, but there are no qualifications for fees for NPDES or MCES. Are there fees associated with these permits to be paid by the contractor?

NPDES typically has a permit fee for renewal but no recurring fees. We have not seen an invoice for the permit application that was submitted last year. Probably because it hasn’t been approved yet. KGS was not involved in the previous NPDES permit prior to 2025.

MCES typically has fees after the annual report is submitted.

The fees are load charge based depending on sample results and volumes. The MCES discharge fee and volume discharged are shown on the attached invoice.

MPCA charges an annual water permit fee. See attached invoice.
