About this file
This is a Standard Form 30 (SF 30) amendment to solicitation N40085-26-R-0103 issued by NAVFAC Mid Atlantic Contracting Core for Operations and Maintenance (O&M) services at Naval Industrial Reserve Ordnance Plant (NIROP) Fridley, Site 5. Amendment 0006 is effective May 8, 2026, and updates the Prior Progress Information (PPI). The contract POC is Wesley Parker (wesley.t.parker.civ@us.navy.mil, 757-341-0073). The electronic PII due date is May 21, 2026, at 2:00 p.m. EDT.
The document includes a comprehensive Questions and Answers section addressing 16 inquiries submitted between April 23 and May 8, 2026, covering groundwater monitoring scope (54 vs. 86 locations), task order duration and option year funding, sampling methodology requirements (1,4 Dioxane analysis), permit status and associated fees (NPDES, MCES, DNR Water appropriations), waste characterization and volume, historical chemical dosing rates, air stripper maintenance procedures, system fees for internet and SCADA systems, and Sampling and Analysis Plan (SAP) development requirements. Government responses clarify that the task order is for one base year with four optional one-year periods, that SAP development is required for the base year with potential updates via change order for option years, and that permits include expired NPDES permits (renewal application submitted December 2024) and recently renewed MCES permits with associated fees based on discharge volumes.

What permits are required for groundwater monitoring of the site, and are there fees associated with these permits.
No permit for the groundwater sampling; however, the
1991 Federal Facility Agreement between the USEPA and
Navy requires that an Annual Monitoring Report be submitted each year summarizing groundwater data collection and remedial action.
9 4/24/2026 10 7.5 1
The DNR Appropriations specifically states there is no fee associated with the permit, but there are no qualifications for fees for NPDES or MCES. Are there fees associated with these permits to be paid by the contractor?
NPDES typically has a permit fee for renewal but no recurring fees. We have not seen an invoice for the permit application that was submitted last year. Probably because it hasn’t been approved yet. KGS was not involved in the previous NPDES permit prior to 2025.
MCES typically has fees after the annual report is submitted. The fees are load charge based depending on sample results and volumes. The MCES discharge fee and volume discharged are shown on the attached invoice.
MPCA charges an annual water permit fee. See attached invoice.
10 4/24/2026 9 -
Will electronic files from prior monitoring or OM&M be made available for reporting?
yes, they are avavilable on NIRIS.
11 4/30/2026 General Can a revised bid form be provided that includes the option years? A revised bid sheet is not needed

13 5/8/2026 4 2.1 1
Amendment 04, PPI No. 08 (should be No. 12): This question asked if the SAP was required to be updated annually or only during the base year. The Navy response was that a SAP is not a requirement.
The previous response was incorrect. The SAP is required as mentioned in section 2.1 of the SOW.
14 5/8/2026 4 2.1 1 Section 2.1 of the SOW says the contractor shall develop a UFP SAP to Correct. Please see response to PPI No. 1 dated 5/8/2026.
15 5/8/2026 4 2.1 1
Please confirm that a UFP SAP is required for the Base Year as stated in the SOW.
Development of a SAP will be required in the base year.
Please see response to PPI No. 1 dated 5/8/2026.

In addition, please clarify if the contractor is also required to update the UFP/SAP prior to sampling for each of the Option Years.
