About this file

This is a Project Description document for the Orange County Transportation Authority (OCTA) in California regarding a 2026 Transit Asset Management Plan Update. The project seeks qualified consultants to develop a comprehensive transit asset management plan with a thirteen-month contract term. The scope of work requires the consultant to conduct a detailed assessment of OCTA's transit assets, including vehicles, infrastructure, and facilities, and to create a strategic management plan that aligns with federal and state requirements. The deliverables include an updated asset inventory, condition assessment data, lifecycle cost analysis, maintenance and replacement schedules, and a prioritized capital improvement strategy. The consultant must engage with OCTA staff and stakeholders throughout the planning process and provide recommendations for optimizing asset performance and financial planning.

The project budget is fixed at $250,000 for the entire thirteen-month engagement. The consultant will be responsible for all labor, equipment, and resources necessary to complete the work. OCTA will provide access to existing asset data and staff coordination to support the consultant's efforts. The selected consultant must demonstrate experience with transit asset management planning, familiarity with federal transit asset management regulations, and proven ability to manage complex data analysis and stakeholder engagement. Payment will be structured according to OCTA's standard invoicing procedures, with reimbursable expenses to be negotiated as part of the final contract agreement.
