About this file
This image is a screenshot of a solicitation document from Henry County, Georgia for On-Call Pavement Marking and Striping Services issued as RFP #26-17. The procurement requests qualified vendors to provide comprehensive pavement marking services including labor, materials, and equipment for waterborne paint markings (5-inch and 8-inch solid and skip lines in white and yellow), thermoplastic markings, pavement marking arrows, railroad crossbucks, bicycle lane symbols, word symbols, hatching, rumble strips, raised pavement markers, and removal services. Key quantities include approximately 1,267,200 linear feet of 5-inch solid paint, 320,800 gross linear feet of 5-inch skip paint, and 126,860 linear feet of thermoplastic 5-inch solid markings. Proposals are due December 16, 2025, at 3:00 PM via the County's eProcurement Portal, with a clarification request deadline of December 2, 2025, and addenda to be posted by December 9, 2025. The initial contract term is one year with potential renewal for two additional one-year periods, subject to Board of Commissioners approval.
Evaluation criteria consist of qualifications and relevant experience (35 points), key staff experience and availability (20 points), methodology and technical approach (35 points), and cost proposal (10 points), with potential additional points for oral presentations. The contract includes local vendor preference, allowing local vendors within five percent of the low bid to match and receive the award. Pricing must be F.O.B. destination and include all associated labor, materials, supplies, equipment, and services on a unit-price basis with no minimum or maximum quantity guarantees. Required insurance includes workers' compensation at Georgia statutory limits, commercial general liability ($1,000,000 per occurrence, $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and professional liability ($1,000,000). Prices are expected to remain firm throughout the contract period, with price increase requests strongly discouraged and requiring explicit Board of Commissioners approval.
