About this file

The file Evidence.jpg is an image file related to a state and local contract opportunity involving multiple jurisdictions: Henry County, Georgia; the City of Wheat Ridge, Colorado; and an unnamed Florida County. The solicitation encompasses three distinct procurement initiatives: (1) Henry County's RFP #26-17 for On-Call Pavement Marking and Striping Services, seeking comprehensive pavement marking services including waterborne paint markings, thermoplastic markings, pavement marking arrows, railroad crossbucks, and removal services with approximate quantities of 1,267,200 linear feet of 5-inch solid paint, 320,800 linear feet of 5-inch skip paint, and 126,860 linear feet of thermoplastic markings; (2) the City of Wheat Ridge's procurement for replacement of an AMAG access control system requiring integration with existing security systems; and (3) a Florida County fuel tank monitoring and fuel delivery contract. The Georgia proposal deadline is December 16, 2025, at 3:00 PM via the County's eProcurement Portal, with a clarification request deadline of December 2, 2025, and addenda posted by December 9, 2025. The initial contract term for the Georgia pavement marking services is one year with potential renewal for two additional one-year periods, while the Florida fuel contract term is one year with up to four additional one-year renewal periods.

Evaluation of the Georgia pavement marking contract is based on qualifications and relevant experience (35 points), key staff experience and availability (20 points), methodology and technical approach (35 points), and cost proposal (10 points), with potential additional points for oral presentations. The contract includes a local vendor preference allowing local vendors within five percent of the low bid to match and receive the award. Required insurance includes workers' compensation at Georgia statutory limits, commercial general liability ($1,000,000 per occurrence, $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and professional liability ($1,000,000). Pricing must be F.O.B. destination and include all associated labor, materials, supplies, equipment, and services on a unit-price basis with no minimum or maximum quantity guarantees. The County reserves the right to reject any proposal and negotiate with the highest-ranked proposer, and price increase requests are strongly discouraged and would require explicit approval from the Henry County Board of Commissioners. For the Florida fuel contract, the vendor must monitor fuel levels and ensure deliveries when tanks reach approximately 20% capacity or within twenty-four hours of a County request, with fuel furnished in accordance with applicable ASTM standards and State of Florida regulations and delivery tickets reflecting OPIS-based pricing with temperature adjustment to 60°F for billing purposes.
