About this file

Evidence_3.jpg is an image file associated with a state and local contract opportunity involving multiple jurisdictions across different states. The file relates to solicitations issued by Henry County, Georgia; the City of Wheat Ridge, Colorado; and an unnamed Florida County. Henry County is soliciting proposals for On-Call Pavement Marking and Striping Services through RFP #26-17, with services including waterborne paint markings, thermoplastic markings, pavement arrows, railroad crossbucks, bicycle lane symbols, and removal services. Approximate quantities include 1,267,200 linear feet of 5-inch solid paint, 320,800 gross linear feet of 5-inch skip paint, and 126,860 linear feet of thermoplastic markings. Proposals are due December 16, 2025, at 3:00 PM via the County's eProcurement Portal, with clarification requests due by December 2, 2025, and addenda posted by December 9, 2025. The City of Wheat Ridge is seeking proposals to replace its existing AMAG access control system with a responsive and responsible system that integrates with existing security infrastructure. The Florida County is soliciting for fuel tank monitoring systems and on-demand fuel delivery services at all County fuel sites, with the vendor required to monitor fuel levels and ensure deliveries when tanks reach approximately 20% capacity or within twenty-four hours of request. The Henry County contract includes an initial one-year term with potential renewal for two additional one-year periods subject to Board approval, while the Florida fuel contract has a one-year initial term with potential renewal for up to four additional one-year periods.

Evaluation of the Henry County pavement marking proposal will be based on qualifications and experience (35 points), key staff experience and availability (20 points), methodology and technical approach (35 points), and cost proposal (10 points), with potential additional points for oral presentations. Henry County offers local vendor preference, allowing local vendors within five percent of the low bid to match and receive the award. Required insurance includes workers' compensation at Georgia statutory limits, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and professional liability of $1,000,000. Pricing must be submitted on a unit-price basis on the provided cost proposal form, with F.O.B. destination pricing that includes all labor, materials, supplies, equipment, and services. Prices are expected to remain firm throughout the contract period, with price increase requests strongly discouraged and requiring explicit Board of Commissioners approval. For the Florida fuel delivery contract, fuel shall be furnished in accordance with applicable ASTM standards and State of Florida regulations, delivered via tank wagon or transport as specified, with delivery tickets reflecting OPIS-based pricing. All fuel deliveries shall be temperature-adjusted to 60°F for billing purposes, with applicable taxes and fees added to invoices as required.
