About this file
This document is a comprehensive set of construction plans for the Buck Hill Road Roadway Rehabilitation and Buck Hill Overlook Parking Lot Reconstruction project (ND NP THRO 204(1)) in Theodore Roosevelt National Park, located in Billings County, North Dakota. The project is administered by the National Park Service in cooperation with the Federal Highway Administration's Central Federal Lands Highway Division.
The project encompasses 0.72 miles of roadway rehabilitation from station 100+18 to 138+15, plus reconstruction of the Buck Hill Overlook parking lot. Key construction elements include roadway rehabilitation with full-depth reclamation, 4-inch asphalt concrete pavement, drainage improvements, guardrail replacement and installation, curb and gutter construction (primarily colored concrete in Sequoia Sand and Onyx), sidewalk construction, and parking lot expansion. The design includes subexcavation work with geocomposite underdrains in a section from station 113+00 to 122+50, placement of articulated concrete block revetment mats, riprap placement for erosion control, and various drainage structures including 24-inch HDPE pipe culverts with mitered ends and toe walls. Estimated quantities include approximately 3,000 tons of asphalt concrete pavement, 6,000 square yards of erosion control products, 1,600 linear feet of guardrail (MGS Type 2), and 820 linear feet of colored concrete curb and gutter. The plans specify detailed specifications for Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) and include comprehensive temporary traffic control measures, signing and pavement marking plans, and provisions for construction vehicle detours with road closures. The project design accommodates existing topography with superelevation transitions on curves, slope ratios ranging from 1:2 to 1:4 on fill and cut slopes, and accessible parking facilities with proper ADA compliance elements.
