About this file
This is a Questions and Answers document for federal contract opportunity 6982AF25B000004, ND NP THRO 204(1) Buck Hill Road, dated October 14, 2026.
The document addresses five questions received during the pre-solicitation phase for a landslide stabilization project at Buck Hill Road located within Theodore Roosevelt National Park. Key clarifications include: (1) Contractors must bid the project plans as specified, with value engineering proposals permitted only after contract award; (2) No pre-bid events are scheduled; (3) The project location is accessible for viewing, though interested parties must contact Theodore Roosevelt National Park directly at Philip_McCall@nps.gov to determine access requirements; (4) All project-related questions must be directed to CFLContracts@dot.gov in accordance with solicitation procedures, as the National Park Service cannot answer project questions; and (5) The period of performance is detailed in SCR Section 108.01 Commencement, Prosecution and Completion of Work on page E-13 of the associated solicitation documents. The scope involves landslide stabilization work, with the current design specifying a large excavation and replacement operation.
