About this file
This is a Questions and Answers document for federal contract opportunity 6982AF25B000004, ND NP THRO 204(1) Buck Hill Road, dated October 27, 2026. The document addresses 23 questions received between September 21 and October 22, 2026, regarding a landslide stabilization project at Buck Hill Road in Theodore Roosevelt National Park. Key clarifications include: contractors must bid the project as specified in the plans, with value-engineered alternatives permitted only after award; no pre-bid events are scheduled, but the project location is accessible; the period of performance is detailed in SCR Section 108.01; Amendment 001 clarifies specifications for Fusion Welded HDPE pipe regarding IPS or DIPS sizing; and the Superintendent cannot serve as the Quality Control Manager, per FP-14 Section 153.02(1). Additional details address permitting requirements (Sections 107 and 157), temporary traffic control and work limitations (Sections 108 and 156), construction water source provisions (Sections 105 and 158), staking data points and requirements (Section 152), tax exemption status under FAR Clause 52.229-3, field office requirements (Section 637), and pay factor acceptance criteria (Section 106). The document confirms that culvert C04 at STA 118+97 Rt. must be removed as noted in the plans; clarifies that the Quality Control Manager and Tester must be separate individuals; and specifies that if a government laboratory option is exercised, its location will be jointly determined between the Government and Contractor after Notice to Proceed issuance.
