About this file

This is a Questions and Answers document for federal contract opportunity 6982AF25B000004, ND NP THRO 204(1) Buck Hill Road, dated October 7, 2026.

The document addresses four inquiries received during the pre-solicitation phase for a landslide stabilization project at Buck Hill Road located within Theodore Roosevelt National Park. The first question, received September 21, 2026, concerns the feasibility of submitting a value-engineered alternative to the planned excavate/replace operation, specifically proposing soil nail stabilization to minimize disturbance to the National Park. The government response requires contractors to bid the plans as written, with the option to submit value engineering proposals for evaluation only after contract award. Three additional questions received October 6, 2026 address pre-bid event scheduling (none planned), project site accessibility (location is accessible), and entry requirements for the park (prospective bidders must contact Theodore Roosevelt National Park directly at Philip_McCall@nps.gov). The document clarifies that the National Park Service cannot answer project-related questions; all inquiries must be directed to CFLContracts@dot.gov in accordance with the solicitation requirements.
