About this file

This is a Questions and Answers document for federal contract 6982AF25B000004, ND NP THRO 204(1) Buck Hill Road, a landslide stabilization project located within Theodore Roosevelt National Park in North Dakota. The Q&A document, dated November 2, 2026, contains 39 questions received from September 21 through October 31, 2026, with responses from the contracting office. The document addresses technical specifications, project logistics, permitting requirements, and construction procedures rather than pricing terms or award dates.

Key technical and procedural requirements addressed include: contractors must bid plans as submitted with value engineering proposals evaluated post-award; period of performance is detailed in SCR Section 108.01; the project involves deep subexcavation (8,796 cubic yards plus 1,204 cubic yard allowance) between stations 113+00 and 122+50 with 10-foot depth; removal of eight pipe culverts including culvert C04 at STA 118+97; installation of permanent and temporary traffic control signs per specifications; and fusion welded HDPE pipe specifications referenced in Amendment 001. Operational constraints include brief coordinated temporary interruptions to park staff and emergency personnel access permitted during active full-width deep excavation; approved haul routes detailed on Plan Sheet V10; bridge load ratings of HS-15 at Jules Creek and HS-20 at Paddock Creek with requirements for structural analysis and Professional Engineer approval for loads exceeding these ratings; and material staging at Sta. 116+60 right with Contracting Officer approval required for temporary stockpiling outside construction limits. Administrative requirements address quality control manager separation from superintendent roles, paleontological monitoring provisions, permit requirements per Sections 107 and 157, construction water sourcing, and earthwork measurement and payment under Sections 109 and 204. Amendments 001 and 002 were issued addressing HDPE pipe specifications and curb/gutter bid-item discrepancies. The document concludes that no additional questions will be accepted.
