About this file
This document is a reference guide containing acronyms and definitions related to the Medicaid Enterprise System (MES) initiatives at the South Carolina Department of Health and Human Services (SCDHHS). The file defines over 60 technical, regulatory, and operational terms essential to understanding the state's Medicaid modernization efforts, including Electronic Visit Verification (EVV), system architecture, compliance frameworks, and organizational roles. The acronym guide serves as supporting documentation for SCDHHS procurement activities and system implementation projects, particularly those involving the DASH (Delivery of Automated Systems for Healthcare) Project Management Office and MES Core infrastructure. Key terminology encompasses federal compliance requirements such as HIPAA, FERPA, and FedRAMP standards; healthcare-specific systems and services including home health care services (HHCS), personal care services (PCS), and community long-term care (CLTC); and technical frameworks such as Service Oriented Architecture (SOA), APIs, and Master Data Management (MDM). The document also defines governance structures, including roles for the Chief Information Officer (CIO), Chief Information Security Officer (CISO), and Chief Financial Officer (CFO), along with independent verification and validation (IV&V) oversight mechanisms.
The reference guide includes definitions for critical security and data management protocols required across SCDHHS contracts, such as Authority to Operate (ATO), System Security Plan (SSP), and Service Level Agreements (SLA). Terms related to Centers for Medicare & Medicaid Services (CMS) certification requirements, including Key Performance Indicators (KPI) and Conditions for Enhanced Funding (CEF), establish federal compliance expectations. The document addresses data exchange methodologies, recovery objectives for business continuity, testing phases including System Integration Testing (SIT) and User Acceptance Testing (UAT), and provider management systems such as the Medicaid Management Information System (MMIS) and Member Management Replacement System (MMRS). Additional definitions cover quality assurance functions through Quality Improvement Organizations (QIO) and third-party liability management, establishing comprehensive terminology necessary for contractors engaged in SCDHHS system development, implementation, and operational support activities.
