About this file

Summary

This is a Consolidated Deliverables Management List (CDML) for the Delivery of Automated Systems for Healthcare (DASH) program managed by the South Carolina Department of Health and Human Services (SCDHHS) for the Medicaid Clinical Data Exchange (MCDE) project. The document outlines 38 required deliverables organized into two categories: 32 project deliverables and 6 Office of Cybersecurity (OCS) deliverables. Project deliverables encompass comprehensive planning, design, testing, training, and operational documentation required throughout the software development lifecycle, including vendor staff management plans, quality assurance and configuration management plans, functional and technical design specifications, multiple test plans and summary reports (system integration, end-to-end, performance, and accessibility testing), user acceptance test support, operations and maintenance plans, help desk plans, training plans and materials, and turnover plans. Data conversion deliverables (D-024 through D-027) and federal certification deliverables (D-032) are noted as not currently applicable unless SCDHHS issues a change order. All project deliverables must be submitted per the approved project schedule using DASH-approved templates and Microsoft Office products.

The six OCS deliverables address security, privacy, and disaster recovery requirements and must be delivered directly to the Office of Cybersecurity using OCS-approved templates and formats. These include the System Security and Privacy Plan (SSPP), Information Security Risk Assessment (ISRA), Privacy Impact Assessment (PIA), Disaster Recovery and Business Continuity (DR/BC) Plan, System Design Document, and Audit/Assessment/Testing Results with Plans of Action and Milestones. OCS deliverables must be submitted no later than 100 days before the application enters production, defined as approval of User Acceptance Testing, with annual updates required and additional updates whenever significant system changes affecting security occur. All deliverables are subject to vendor review and update at minimum annually or as requested by SCDHHS, establishing a comprehensive framework for vendor accountability, quality management, and federal compliance throughout the project lifecycle.

1. Introduction The South Carolina Department of Health and Human Services (SCDHHS) defines a deliverable as a quantifiable good or service that will be provided during the Project Lifecycle. The following deliverables are included as part of the Consolidated Deliverables Management List (CDML) applicable to SCDHHS vendors for system implementation projects. The deliverables listed herein are the expected minimum list for SCDHHS Vendor contracts.

Unless otherwise specified within the individual deliverable, any updates to a deliverable after the initial submission and SCDHHS’ approval will be communicated minimally on an annual basis.

The Delivery of Automated Systems for Healthcare (DASH) program is responsible for the successful planning and implementation of the various modular Medicaid components that together comprise the enterprise Medicaid Management Information System (MMIS). DASH has established project management standards, plans, and controls to be used as a framework for management of these projects.

Project-based deliverables are documented, monitored, measured, and reported via the SCDHHS defined project management processes. Deliverables identified in “Section 2 – Project Deliverables” are submitted to the DASH (Delivery of Automated Systems for Healthcare) program using DASH approved formats/templates. Deliverables identified in Section 3 - Office of Cybersecurity (OCS) Deliverables are delivered to OCS using OCS approved formats/templates.
