About this file

This is a Disclosure and Control Interest Statement filed by the South Carolina Department of Health and Human Services for the Medicaid Clinical Data Exchange contract opportunity. The project seeks a vendor to develop and implement a comprehensive data exchange system that captures admission, discharge, transfer (ADT) events and bed status data from acute care hospitals and licensed facilities, routing this information to five contracted Managed Care Organizations and SCDHHS. The system must provide dashboards, reporting capabilities for care coordination and quality monitoring, provider enrollment and credentialing management, and help desk support. A non-mandatory pre-proposal conference is scheduled for August 21, 2026 at 10:00 AM EST via Microsoft Teams, with written questions due by August 25, 2026 at 12:00 PM EST. Proposals are due October 15, 2026, with anticipated contract award on February 23, 2027. The contract term begins March 5, 2027 and extends through March 4, 2034, consisting of a four-year base period plus three optional one-year renewals, with approximately one year allocated for implementation and six years for operations and maintenance.

The pricing structure is fixed-price with separate cost components for implementation, ADT operations calculated per member monthly plus onboarding costs, fixed monthly costs for bed status operations, and a modification pool capped at $2.5 million for SCDHHS-approved scope changes. Vendors must submit hourly rate cards for various roles to support potential modifications. All work must be performed within the United States with no offshore contracting permitted. Contractors must identify key personnel by name, including Account Manager, Project Manager, Operations Manager, Deployment Manager, Functional Leads, and Technical/Test Managers, and are responsible for monthly data quality reporting and onboarding facilities with estimated monthly member counts of 438,968 across contract years. Offerors must obtain a state vendor number, complete a Service Provider Security Assessment Questionnaire, comply with mandatory certifications including debarment and drug-free workplace attestations, disclose organizational conflicts of interest, and ensure any AI/ML solutions comply with NIST AI Risk Management Framework with full disclosure and human review capabilities for decisions affecting eligibility or benefits.
