About this file

This document is a selection committee recommendation from Volusia County Schools for architectural services for the Pine Ridge High 20 Classroom Addition project (Project No. 2548150). The project involves procuring architectural services for a one-story, masonry construction, twenty-classroom building with associated facilities, with an estimated construction cost of $21,000,000. The selection process involved a request for qualifications issued under Florida Statute 287.055 (Consultants' Competitive Negotiations Act), with nine firms initially submitting qualifications. After review, the top three firms were interviewed on March 5, 2025, with Zyscovich, LLC emerging as the top-ranked firm. The selection committee evaluated firms across four criteria: Project Understanding/Team/Community Engagement (35% weight), Overall Design Concept Approach (25%), Cost Control/Constructability (25%), and Scheduling (15%).

The scoring results showed Zyscovich, LLC scoring 77.57 points, Harvard Jolly, Inc. scoring 75.57 points, and Song & Associates, Inc. scoring 63.71 points. The recommendation is for the School Board to approve the committee's ranking and authorize the superintendent to negotiate a contract with Zyscovich, LLC. The project is anticipated to be presented for Board approval on March 25, 2025, with the contract award expected on May 13, 2025. The architectural services will encompass comprehensive design services including campus planning, landscape architecture, engineering disciplines, construction administration, estimating, and interior design, with a preference for a prototype facility design.
