OTA eligibility requires compliance with 10 U.S.C. 4022(d), mandating participation by at least one nontraditional defense contractor or nonprofit research institution, or that all significant participants be small businesses or nontraditional contractors, or that at least one-third of project costs derive from non-Federal sources. The Government plans a 30-day proposal submission period following RPP release in Q2 FY2026 and intends to award by Q3 FY2026, with first prototype delivery by Q4 FY2026 and U.S. production commencement by Q1 FY2030. Industry feedback on draft OTA documentation was requested by February 16, 2026. The Government will provide U.S. ammunition for all testing and training, take title to all prototypes, and focus near-term engineering change proposals on ammunition compatibility, fire control, safety, and command and control systems integration.

Today Industry feedback is Essential.
Rapidly delivering prototypes for characterization, experimentation, and Soldier feedback remains foundational for the program’s success. This Soldier-centric approach is non-negotiable and will drive our final fielding decisions.
The U.S. Army strongly desires a U.S.-based, commercially available supply chain within 2 years of contract award and CONUS produced systems for FAR contract.
Interoperability with existing and future Army networks, and compatibility with existing U.S. 155mm ammunition, remain a priority.

SPECIAL TOPICS
Onshoring to CONUS Government intends to transition from the prototype OTA to a FAR production contract that purchases US made MTCs.
The Government will not accept an extended break in production when transitioning to the FAR contract.
Prototype Delivery Government desires a minimum of six (6) MTC prototypes to support Operational testing as soon as possible with an option to purchase up to twelve (12) more as funding allows.
All prototypes may be built using existing production lines in or out of the US, but final OTA may offer incentive payments for prototypes produced in the US.
The Government may request to procure additional prototypes as funding allows.

Wheeled Mobile Tactical Cannon (MTC)
49 - 56 Caliber Cannon firing 155mm projectiles: Caliber is defined as the ratio of the projectile travel length divided by the projectile diameter.
Long Range: Able to mass fires 30km away without using precision guidance, base bleed, or rocket assisted projectiles.
Protection: SPH will have armored protection for the crew while conducting mobility operations.
Fuel: SPH will be able to use JP8 or F24 fuel types.

ELIGIBILITY FOR OTA AWARD
Compliance with 10 U.S.C. § 4022(d). Certifications and Representations must sufficiently describe how the offeror will satisfy at least one of the following conditions of the statute:
At least one nontraditional defense contractor or nonprofit research institution participating to a significant extent in the prototype project
All significant participants in the transaction are small businesses or nontraditional defense contractors
At least one third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government
