Instructions

Instructions for Airlift Certification

1All data entries are required information, by vehicle type.
2In accordance with US Department of Defense regulations, any item airlifted by USAF aircraft should be evaluated for airlift if they exceed the following dimensions:

1. Length greater than: 240 inches (20-feet)

2. Width greater than: 96 inches (8 feet)

3. Height greater than: 96 inches (8 feet)

4. Weight greater than: 10,000 lb

5. Weight distribution greater than aircraft limits, nominally based on the C-130:

a. 5,000 pound axle

b. 2,500 pound wheel

c. 1,600 pounds per linear foot running load

d. 50 psi floor contact pressure

6. Requires special handing for one or more of the following reasons:

a. Item characteristics are such that the aircraft and/or Air Force materials handling environment poses a problem

b. Requires usage of air electrical power or electronic system

c. Cargo has electronic components that are powered on (electronically active) or are used while in the aircraft other than during onload/offload from/to the ground

d. Cargo occupied by personnel during any phase of flight

e. Susceptible to potential aircraft environment: high altitude, rapid decompression, electromagnetic environment, and/or extreme temperature.

f. Susceptibility to explosive atmosphere environment (aerial tanker aircraft only)

7. Inadequate ramp clearance for ramp inclines of 15 degrees

8. Requires special loading/unloading procedures for any other reason

3Please designate units of measure at the top of the sheet (listed in red). Use Standard abbreviations: cm, m, in, kg, lbm, pa, psi. DO NOT MIX UNITS! 30ft 8in 10m 45cm
4Documentation must be in English or have English translation provided.
5Indicate if vehicle is used and/or certified by another nation under a different name.
6Indicate if the vehicle is a variant of a chassis which has already been certified.
7Vehicle name should be common user name applied by country.
8Please also include year, make, model, Vehicle Identification numbers (VIN), Military designations, National Stock Number, and NATO stock numbers (as applicable) are required to verify the specific vehicles being certified.
9If VIN are not available, use hull numbers, registration numbers or other number permanently attached to the vehicle. These numbers are especially important when certifying commercial off-the-shelf items. For example, the certification letter for a 1998 Land Rover will be different than a 2008 Land Rover. License plate numbers are not acceptable.
10Tie Down Provision Ratings - My be obtained from a variety of sources including:

- the vehicle manufacturer

- nations may use their own structural engineers to evaluate and provide a strength analysis

- nations may contract a structural engineering firm to evaluate an provide a strength analysis

- nations may gain data from anther nation using the same vehicle

* Note that tie down provisions must be capable of restraining the vehicle for 3Gs forward, 1.5Gs lateral left/right and aft, 2Gs vertical up. The cargo must have the structural integrity to withstand 4.5Gs down.

11Rated capacity (strength) of each tie down provision must be provided.
12Federal Sponsor - Agency or DOD Branch for whom the item is being moved
13Provide 3-view schematic drawings if available.
14Digital photos of all four sides of vehicle are required.
15Digital photos of all tie down provisions required. Recommend using PowerPoint to clearly label tie down provisions.
16Digital photos of track pads required on tracked vehicles
17Require a technical drawing or sketch of the top view of the vehicle showing all tie down provisions and their rated capacities in all directions.
18Tie down provisions cannot be open hook. They must be closed loop. If clevis will be added to a tie down provision, the rated capacity of clevis must be provided.
19Note the type of aircraft certification requested i.e. C-130, C-5, C-17.
20Note the proposed shipping date.
21Vehicle rating data for lines HH and JJ can frequently be found on vehicle data plates.
22Weights listed at lines GG and II must be actual weights of vehicle prepared for airlift.
23Axle weights listed at line II should equal the Gross vehicle weight at line GG.
24Actual weights cannot exceed rated weight capacities.
25M Factor may be required for certification for C5 aircraft. The M factor is the percentage of the tire tread that contacts floor surfaces within the tire footprint. A ratio of rubber verses open space within the tire footprint may also be provided. Also note that if tires are inflated above 100 psi, ATTLA needs to know if tires may be deflated to less than or equal to 100 psi and remain within manufacturer tolerances for safe highway travel at weight supported by tire.
26Venting requirements for sealed or low ventilation containers to prevent fragmentation or explosion during aircraft rapid decompression. Examples are ISO containers, cryogenic vessels, and personnel transport modules. See MIL-STD-1791 or MIL-STD-810 for latest criteria. Below is a copy of the basic equation that can be used to verify if the shelter has enough available open area to allow the decompression of its contained air volume in the case of a rapid decompression during air transport (8.3 psi change in pressure in 15 seconds). The equation can be simplified to the following two forms:

1. t = 0.0026 x V/A time required for a container with an air volume of V (cubic feet) and an escape area of A (square feet)

2. A = 0.0001825 x V Escape area required to allow the decompression of a container with an air volume of V (cubic feet) to decompress or equalize the internal container pressure to the external container pressure in 15 seconds.

This method of validation is not necessary if the container has the structural capability to withstand an 8.3 psi pressure differential without any of its components becoming an explosive, or the residual pressure in 15 seconds. Let ATTLA know your trailer, container, shelter, van box capacity in this regard one way or the other.

* Note that the shipper may have to contact the manufacturer to obtain this information.

27Shipper must confirm that all attached/mounted items will withstand all required G Forces.
* Note that items mounted or secured to the vehicle must be capable of withstanding 3Gs forward, 1.5Gs lateral left/right and aft, 2Gs vertical up and 4.5Gs vertical down.Confirmation of mounted item security is validated by ATTLA following receipt of Finite Element Analysis or Aberdeen Proving Ground Rail Impact and Mobility Testing Reports.
28Messages greater that 6MB should be broken down into multiple smaller messages and sent at the same time.
29Additional information may be requested by ATTLA to aid in the certification process.
30The certification process is a very detailed, lengthy process. It may take some time to gather documentation for the package. Once the package has been submitted to ATTLA it may take up to 120 days for evaluation and issue of certification letter.
31If there are modifications causing the exterior dimensions or weights to exceed those specified in the certification memo, one of the other memo provisions is affected, or if one of the "Special Considerations" is added, the Federal Sponsor must be notified.
32The more detailed information provided to assist with certification process the easier and faster the process will go.
33Mobility Testing: Typically performed on Military vehicles to validate capabilities including, cross country, off road, tilt, rail impact, steering, braking, loading, tiedown, lifting, etc. This is relevant because it contains data on suspension and tiedown capabilities

Additional Information Required for Helicopter Certification

1What are the axle/strut ratings on the helicopter? If the shipper cannot provide this data, can they prove the helicopter landing gear/struts will sustain a 4.5G download
2Do all the rotor blades fold back like the Blackhawk? Does the user plan or removing the blades if this is not possible? Does the user plan on removing only two blades if this is not possible?
3Does the shipper have a pre-fabricated winch bridle for loading operations capable of use while winching the helicopter on backwards or forwards?
4Are the main landing gear struts capable of being raised to accommodate a higher approach angle (this means less approach shoring)? If so, what is the forward ground clearance or approach angle under the front end of the helicopter?
