1.1.2 Location
The work is located at Corpus Christi Army Depot at NAS Corpus Christi, Texas, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.2 OCCUPANCY OF PREMISES
The ACRS is an addition to an existing facility - Building 1700.Building 1700 will be occupied during performance of work under this Contract. The Facility is attached to the east wall of the existing PTPA facility which will remain occupied and operational during construction of the ACRS. The construction of the ANNEX does not involve an occupied building.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, and use of approaches, corridors, and stairways.
1.3 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
SECTION 01 11 00.00 25 Page 4
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.4 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.
Contact local utility locating service a minimum of 30 days prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.
Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.4.1 Notification Prior to Excavation
Notify the Contracting Officer at least 45 days prior to starting excavation work.
1.5 DELIVERY SCHEDULE
Notify the Contracting Officer in writing at least 90 calendar days in advance of the date on which the materials and equipment are required.
1.6 CCAD IT COORDINATION REQUIREMENTS
1.6.1 CCAD IT Contractor Access
Allow the CCAD IT Contractor access to the facilities towards the end of construction (finishes 90 percent complete, rough -in 100 percent complete, Inside Plant (ISP)/Outside Plant (OSP) infrastructure in place) to provide equipment in the telecommunications rooms to make final connections. Coordinate efforts with CCAD IT Contractor to facilitate joint use of building spaces during the final phases of construction.
After the Contracting Officer has facilitated coordination meetings between the two contractors, within one week, incorporate the effort of additional coordination with the CCAD IT Contractor into the construction schedule to demonstrate a plan for maintaining the contract duration.
1.7 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located within

1.2 SPECIAL SCHEDULING REQUIREMENTS
a. The Existing B1700, DCRF (Dynamic Components Rebuild Facility) and PTPA (Powertrain Transmission Subassembly Plant) will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.
b. Permission to interrupt any Activity roads, railroads, or utility service must be requested in writing a minimum of 30 calendar days prior to the desired date of interruption.
c. The work under this contract requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the construction schedule each factor which constitutes a potential interruption to operations.
d. The Contractor shall provide full and unrestricted access to the Government's designated agent(s) in the area shown on sheet C002 (issued herein) for the purpose of topographic and utility survey data collection. Access for the Government's designated agent(s) will also be provided for the purpose of geotechnical field exploration in the same general area. This access shall be provided after completion of the building foundations and installation of site utility infrastructure with direction by the Contracting Officer. The contractor will be required to provide this access within 21 days of notification by the Contracting Officer.
1.3 CONTRACTOR ACCESS AND USE OF PREMISES

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. To minimize traffic congestion, delivery of materials most be outside of peak traffic hours (6:30 to 8:00am and 3:30 to 5:00 pm) unless otherwise approved by the Contracting Officer. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for
SECTION 01 14 00.00 25 Page 1 identification.
1.3.1.1 Subcontractors and Personnel Contacts
Provide a list of contact key personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.3.1.2 Identification Badges and Installation Access
Obtain access to the installation by participating in the Defense Biometric Identification System (DBIDS), or by obtaining passes from the Base Pass and Identification Office. 30-day passes and DBIDS passes are both issued without charge.
a. DBIDS: DBIDS is a program in which Contractor personnel who enroll and are approved, are subsequently granted access to the installation for a period up to one year, or the length of the contract, whichever is less. The Government performs background screening and credentialing. Throughout the year the Contractor employee must continue to meet background screening standards. Under the DBIDS program, no commercial vehicle inspection is required, although vehicles may be subject to random inspection. There is no cost to obtain DBIDS credentials.
b. Base Passes: Participation in the DBIDS is not mandatory. However, if the Contractor chooses to not participate, the Contractor's personnel will have to obtain a 30-day pass, be subject to daily mandatory vehicle inspection, and may have limited access to the installation. There is a four day lead time required to obtain a 30-day pass. Only three (3) 30-day passes may be granted in any 12-month period for any one individual. After the three (3) 30-day passes have expired, the individual will not be granted base access unless they participate in the DBIDS program.
c. ALL occupants of a vehicle must have either a base pass or a DBIDS pass. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.
d. d. Approval of Season I report: On completion of the Season I field
SECTION 01 20 00.00 25 Page 2 work, the data is compiled into a report and submitted to the Government. The report is reviewed, and approved, after ensuring compliance with the pre-field engineering report scope of work.

Approval of Season II report: The TABS Agency completes all Season II field work, which is normally comprised mainly of taking heat transfer temperature readings, in the season opposite of that under which Season I performance data was compiled. This data shall be compiled into a report and submitted to the Government. On completion of submittal review to ensure compliance with the pre-field engineering report scope, progress payment is issued.
