Solicitation Number P15PS01011 RFI Response for Question Received 6/15/15 through 6/18/15
Q1 – On sheet E3, there is a panel labeled "MPC", In SEKI 184084 on sheet E3, there is a panel labeled "MCP" and on sheet E4 SEKI 184084 there is a panel "MPC" in the one-line. Are they the same panel with a typo? If they are the same panel, where does it go? Its shown in the MCC room SEKI 184084, sheet E3 and then in SEKI 157070 sheet E3, its shown in the generator room.
A1 – These are not the same panels.
MCP = Main Control Panel. Reference key note 8 on Sheet E3 of SEKI 184084 MPC is shown on sheet E3 of SEKI 157070 and is an existing panel.
Q2 – There is no panel schedule/information for panel "MPC", which I am assuming is a "Mini
Power Center". Please clarify and provide panel information if it is included in scope of work.
A2 – Reference Sheet E3 key note 8 and the control specifications.
Q3 – There are keyed notes on sheet E2 SEKI 184084 numbered 1-5. There is a #6 at the bottom of the page. What does this keyed note represent?
A3 – J-Boxes
Q4 – On the Grant Grove Conduit and Wire Schedule, some of the notes say "existing conduit and wire" in bold. Please clarify what needs to be done.
A4 – Bold Indicates new work utilize existing conduit extend as required and pull new wire.
Q5– On sheet E4, the one-line shows panel "G" in the comfort station. Is this panel and transformer not included in the scope of work?
A5 – Gray scale indicates existing not to be replaced on sheet E4 of SEKI 1840814 unless noted elsewhere.
Q6 – On sheet E4, it shows panels "A" and "B" which appear to be in Section "C". Are these the same panels that are housed inside of section "D" of the MCC shown on sheet E6?
A6 – These are the same panels in section “D”.
Q7 – What is Section "B" referencing on sheet E4 under panel "H"?
A7 – Circuit breaker feeding panel H is in existing section B.
Q8 – Panels "A", "B" and "H" are located in the MCC, Panel "V" is located in the Sludge Drying
Building, where is Panel "E" located?
A8 – Effluent Storage Tank Electrical Room.
Q9 – There is a set of specifications for each of the 2 project sites. This is causing a potential duplication of some requirements. For example each set refers to a letter designating the site superintendent. Will 2 superintendents be required for this project? Can you confirm if a Quality Control Manager or a Site Safety Health Officer will be required?
A9 – Only one superintendent is required unless work is to be performed simultaneously at each project site. In the latter case two superintendents are required. The prime contractor’s superintendent is required to be on-site at all times while work is being performed (refer to division 1 specification). The prime contractor’s superintendent(s) may function as an on-site quality control manager if their credentials presented with the technical proposal document acceptable qualifications as a quality control manager. A site safety health officer is not required.
Q10 – Several of our subcontractors would like to bid this project. The bid timeline is preventing them from bidding. Would it be possible to postpone the bid date to accommodate the subcontractors that would like to bid the project?
A10 – Refer to the solicitation for the due date and time for all proposals. The government does not intend to extend the deadline for proposals at this time.
Q11 – Can our project Construction Contractor Appraisal Support System (CCASS) evaluations be used in lieu of Past Performance Questionnaires?
A11 – Per the solicitation you are required to submit the past performance questioner.
Q12 – For bid item #16 (Replace and Upgrade Exhaust Fans in Process Area) does this refer to exhaust fans EF-1 and EF-2?
A12 – Yes
Q13 – For bid item #16 (Replace and Upgrade Exhaust Fans in Process Area) there is no conduit and wire schedule. Is this just a fan replacement and upgrade using existing wire and conduit?
A13 – Re-use existing conduit and replace conductor.
Q14 – On sheet E3 SEKI 184084 keyed note #6, it says to "Provide and install manual switches with 6 hour timer to control fans EF-1 and EF-2 to allow for on demand use in process areas". Are there existing switches in the locations or do we need to provide wire and conduit to the fans and MCC?
A14 – These are new switches.
Q15 – Will a manual spring wound 6 hour timer be acceptable for the time switches called out on key note 6 on sheet E3?
A15 – Yes
Q16 – On Sheet E13 SEKI 158783, Keyed note #5 says to "relocate existing ultrasonic sensor transmitter located in Tesco MCC to headworks building. Mount transmitter in explosion proof enclosure with window kit. Field verify existing conduit & wiring requirements.
Provide wiring from transmitter to existing PLC utilizing existing conduit.
I don't recall this being mentioned at the job walk, what is the approximate distance from the headworks bldg. to the existing Tesco MCC. How many conductors and what size are needed to wire the transmitter
A16 – Distance is approximately 200 feet. Conductor numbers and size will need to be field verified.
Q17 – (SEKI 184084) Will a manual spring wound 6 hour timer be acceptable for the time switches called out on key note 6 on sheet E3?
A17 – Yes
