About this file
This document is a memorandum regarding policy changes for the contracting process on Andersen Air Force Base in Guam. It outlines updated requirements for accessing the base, including acceptable identity proofing items, documentation needed for different types of workers (H1, H2, FVR), the process for weekend/after-hours work requests, and procedures for submitting contracts. The memo also provides templates for the weekend work request and contract submission.
The related federal contract opportunity is a pre-solicitation for the FY25 MCON P-693 PDI: Guam Defense System, Command Center, Joint Region Marianas, Guam project. This is a design-bid-build construction project estimated between $250-500 million to build a Guam Defense Radar System Command Center, power generation facility, and associated infrastructure on Andersen Air Force Base. The work will require specialized construction methods, long-lead equipment, and coordination with other contractors. The contract completion period is anticipated to be 1,323 calendar days. The solicitation will be a best-value tradeoff source selection, with technical factors equally important to price.
