About this file
This is a Request for Proposal (RFP) questionnaire document from Oregon's Public Employees' Benefit Board (PEBB) for comprehensive medical and pharmacy benefits services effective January 1, 2027, through December 31, 2029. PEBB seeks proposals for combined medical and pharmacy plans, medical-only plans, or pharmacy-only plans, with options for statewide preferred provider organizations (PPOs), regional coordinated care models (CCMs), and regional health maintenance organizations (HMOs). Proposers may submit fully-insured or self-insured arrangements for eligible geographic regions including Portland Metro, I-5 Corridor, Oregon Coast, Southwest Oregon, Eastern Oregon, and Central Oregon. The RFP submission deadline is November 14, 2025, with proposal submission through Proposal Technologies Network, Inc.'s online platform at www.proposaltech.com. Contract implementation is scheduled for completion by December 31, 2026, with contract operations commencing January 1, 2027. The RFP encompasses extensive documentation requirements including detailed questionnaires addressing organizational capabilities, account management structures, member experience offerings, health equity commitments, implementation plans, reporting and performance guarantees, insurance requirements, and compliance with federal and state regulations including HIPAA, the Consolidated Appropriations Act, and state-specific healthcare requirements.
Pricing terms are to be negotiated and submitted separately by proposers within their financial sections, with the RFP establishing performance guarantees including cost increase caps of 3.4 percent for self-insured plans and premium rate caps of 3.4 percent for fully-insured arrangements. Performance guarantees include fees at risk for quality metrics, behavioral health network standards, and clinical quality measures, with specific penalty structures for non-compliance. The RFP includes set-aside provisions through Certification of Business Inclusion and Diversity (COBID) as outlined in Attachment E, creating potential opportunities for disadvantaged business enterprises. No incumbent vendor is explicitly identified in the documentation, suggesting an open competitive procurement. The contract structure requires proposers to confirm acceptance of non-negotiable contractual terms including representations and warranties, indemnification obligations, insurance requirements with limits ranging from $500,000 to $10,000,000 depending on coverage type, and comprehensive data security and privacy provisions. Proposers must also demonstrate financial stability, organizational capacity to serve a large public employee population, and commitment to health equity initiatives including culturally and linguistically appropriate services and gender-affirming care support. The RFP specifies that implementation support, member communications customization, open enrollment support, and routine reporting are to be provided at no additional cost to PEBB.
