About this file
This is Addendum #6 to a Request for Proposals issued by Oregon's Public Employees' Benefit Board (PEBB) for comprehensive medical and pharmacy benefit services under OregonBuys Bid No. S-44300-00014758. The addendum amends the Main RFP document by establishing dates for PEBB Board determination of the competitive range and selection of Authorized Service Providers (ASPs), adding associated meeting information and links to Section 4.1 of the schedule, and providing clarification on evaluation criteria for questionnaire items requiring yes/no or confirm/don't confirm responses.
The addendum establishes a detailed scoring rubric for yes/no and confirm/don't confirm responses, with points ranging from zero to five based on alignment with requirements. Responses marked "yes" or "confirm" with no qualifications or minor limitations may score between four and five points, while those with significant qualifications indicating inability to meet expectations may score between zero and three points. Conversely, responses marked "no" or "don't confirm" with qualifications generally score between zero and three points, with specific scores determined by evaluator judgment regarding alignment with stated requirements. This scoring framework provides proposers with explicit criteria for understanding how conditional or qualified responses will be assessed during the competitive evaluation process.

Addendum #6
PEBB RFP for Medical and Pharmacy Benefit Services
OregonBuys Bid No. S-44300-00014758
This is Addendum #6 to Public Employees’ Benefit Board’s (PEBB) Request for Proposals (RFP) for comprehensive medical and pharmacy benefit services. PEBB’s RFP for comprehensive medical and pharmacy benefits services, as posted under OregonBuys Bid no. S-44300-00014758, is hereby amended as follows:
The Main RFP document has been amended as follows and has been posted:
1. The Schedule in Section 4.1 of the Main RFP document has been amended to add dates where the PEBB Board will be determining the Competitive Range and selecting the ASP(s);
2. The meeting information and links associated with the dates described directly above have been added to Section 4.1 following the Schedule; and,
3. Section 4.12.2.1 of the Main RFP document has been updated as follows to clarify the criteria for questionnaire items with a “yes/no” or “confirm/don’t confirm” response options:
“The evaluation criteria for items with a yes/no or a confirm/don’t confirm response option will be scored as follows:
Points Criteria
5 Fully meets expectations. Yes/Confirm selected with no conditions, exceptions, or caveats. Fully aligned with requirement.
4 Nearly meets expectations. Yes/Confirm selected with minor limitations or conditions. Meets core intent with small gaps that are low-risk or easily resolved.
3 Partially meets expectations. Generally, aligns with intent but with moderate limitations. Important conditions or gaps exist, but the response shows meaningful alignment.
2 Minimally meets expectations. Some alignment with requirement, but significant limitations. May only meet the requirement in specific scenarios or require substantial effort to align.
1 Barely meets expectations. Response shows minimal alignment with requirement. Major gaps exist, with only slight relevance to what was requested.
0 Does not meet expectations. No alignment or no response provided. No effort to meet the requirement, or the response is missing/inapplicable.
A Proposer response of “yes” or “confirm” that includes conditions, exceptions, caveats or other qualifications may be scored between 0 to 5. Evaluators should use judgement to determine how the qualifications affect the proposer’s ability to meet expectations. For example, if a Proposer provides a “yes” or “confirm” response with either no qualifications or with qualifications that indicate the Proposer can still meet expectations, the evaluator could score the item a 4 or 5. On the other hand, if a Proposer provides a “yes” or “confirm” response but provides qualifications that indicate that they may not or will not be able to meet expectations, the evaluator could score the item between 0 and 3 points.”
A Proposer response of “no” or “don’t confirm” that includes conditions, exceptions, caveats or other qualifications may generally be scored between 0 and 3, with the specific score being based on the evaluator’s judgement of how well the response aligns with the requirement.”
