About this file
This document is Attachment B: Definitions from the Public Employees' Benefit Board (PEBB) Medical & Pharmacy Benefits Request for Proposals (RFP) issued by the State of Oregon. The RFP solicits comprehensive proposals for medical and pharmacy benefits administration services for PEBB members, with the contract period running from January 1, 2027, through December 31, 2029. The proposal submission deadline is November 14, 2025, with all submissions required through Proposal Technologies Network, Inc.'s online platform and official documents posted on OregonBuys. The RFP encompasses extensive deliverables including benefit plan designs, pharmacy and medical coverage strategies, network development, pricing analysis, and clinical program implementation. Proposers must address detailed questionnaires, plan specifications, and comprehensive data analysis utilizing census data, medical and pharmacy claims information, provider discount structures, and clinical program details provided by PEBB to facilitate thorough vendor evaluation.
Attachment B establishes non-negotiable definitions governing the RFP terms unless specifically defined elsewhere in the procurement documents or PEBB's administrative rules. Key defined terms include roles such as Contractor, Plan Administrator, and Proposer; financial concepts including Administrative Fees (to be negotiated with the Apparent Successful Proposer), Premium Equivalent Rates, and Minimum Balance requirements; operational elements such as Benefit Plans, Network Providers, and claims processing; and governance structures including the Plan Sponsor role held by PEBB. The document references PEBB's self-funded arrangement whereby PEBB maintains sole responsibility for providing all necessary funds for plan benefits while the Contractor administers benefits and services. Additional provisions address Confidential Member Information protections, intellectual property rights, and compliance with federal regulations including HIPAA, ERISA, and state requirements under Oregon Administrative Rules and Oregon Revised Statutes. The RFP includes provisions for diverse business participation through Certification of Business Inclusion and Diversity (COBID) requirements outlined in Attachment E, suggesting potential preferences for disadvantaged business enterprises.
