About this file
This is a Nationwide Permit (NWP) reverification letter issued by the U.S. Army Corps of Engineers, Jacksonville District, to the City of Cocoa, Florida, regarding docking and shoreline protection improvements at Lee Wenner Park. The reverification, dated March 31, 2026, confirms authorization for the replacement of docking facilities and installation of riprap in front of an existing seawall at 401 River Edge Boulevard in the Indian River Lagoon, Cocoa, Florida. The project is authorized under NWP numbers 13 (Bank Stabilization) and 28 (Modifications of Existing Marinas) and is based on drawings and conditions previously verified on July 11, 2025, under the 2021 Nationwide Permits. The reverification is valid until March 15, 2031, and allows the City of Cocoa to proceed with the activity in accordance with the 2026 NWP terms and conditions published in the January 8, 2026 Federal Register, Jacksonville District regional conditions dated February 13, 2026, and general and special conditions from the previous permit letter.
The associated state and local contract opportunity indicates that the City of Cocoa is seeking qualified contractors to bid on the Cocoa Waterfront Dock and Breakwater project ("Lee Wenner Day Docks"), which includes construction of a new day-slip marina facility with permanent concrete docks, finger piers, marine piles, and associated components. The project is funded in part by a Florida Inland Navigation District (FIND) grant and encompasses all labor, materials, equipment, supervision, and incidentals necessary for completion of the dock replacement and shoreline protection improvements. If work commences before the relevant NWP expires or is modified, the contractor will have 12 months from the date of expiration, modification, or revocation to complete the activity under the present permit terms and conditions.
