About this file
This is a Bid Opening Tabulation Sheet for the City of Cocoa's Cocoa Waterfront Dock and Breakwater project ("Lee Wenner Day Docks"), a new day-slip marina facility at Lee Wenner Park in Cocoa, Florida. The project scope includes removal of existing damaged dock structures, installation of approximately 76 marine piles, construction of new permanent concrete docks with finger piers (three access piers and six finger piers), riprap revetment along shoreline areas, geotextile fabric and filter layers, and comprehensive site preparation and cleanup. The project specifications call for 14-inch square pre-stressed concrete piles designed for 6,000 PSI saltwater applications with 80 PSF live load capacity, approximately 1,281 cubic yards of proposed revetment with marine mattress protection, and 2,017 tons of armor stone. Sealed bids were due July 31, 2026 at 3:00 p.m. EST, with a mandatory pre-bid conference held on July 9, 2026 and a written question deadline of July 17, 2026. An Addendum 1 was issued July 22, 2026 addressing 29 clarifications regarding technical requirements, pile design, stone gradation, turbidity monitoring, manatee protection, and FIND grant compliance. The contractor must commence work within ten days of Notice to Proceed and achieve substantial completion within 330 calendar days, with final completion within 30 days thereafter.
Bidders must be Florida-licensed general contractors with a minimum of ten years' experience performing similar work and active Florida business standing. A 5% local preference applies to Brevard County contractors maintaining a physical business address in the county for at least six months prior to bid submission, though this preference may be restricted by Florida Inland Navigation District (FIND) grant regulations. A 5% bid security bond or equivalent cash/certified check is required, with performance and payment bonds equaling 100% of contract amount due within 15 days of award. Liquidated damages for delays in substantial completion range from $956 to $2,712 daily depending on total contract value. The project is subject to extensive environmental compliance requirements including U.S. Army Corps of Engineers Nationwide Permits 13 and 28 (valid through March 15, 2031), St. Johns River Water Management District permit with manatee protection conditions, and National Oceanic and Atmospheric Administration Project Design Criteria for in-water activities protecting endangered species. The City of Cocoa is responsible for obtaining Water Management District and USACE permits, while contractors must obtain all other required permits and associated fees. The project is funded in part by a Florida Inland Navigation District (FIND) grant.
