About this file
This is a geotechnical engineering report prepared by ECS Florida, LLC for Taylor Engineering, Inc., detailing subsurface exploration and soil parameters for the Lee Wenner Park Dock replacement project in Cocoa, Brevard County, Florida. The project involves replacing existing dock structures at Lee Wenner Park (300 Riveredge Blvd, Parcel ID 24-36-33-00-43) with new permanent concrete docks supported by 14-inch prestressed concrete piles. The geotechnical investigation was conducted between January 21-23, 2026, and included four Standard Penetration Test (SPT) borings extending approximately 80 feet below the existing mudline to characterize subsurface conditions and provide design parameters for the pile foundation system.
The subsurface investigation identified four primary soil strata: Stratum I (0-6 feet) consisting of very loose to loose silty sand, which is not recommended for structural design due to its erodible nature; Stratum II (6-60 feet) of very loose to medium dense sand with silt and clay layers; Stratum III (encountered in boring B-04) of very soft fat clay; and Stratum IV (60-80 feet) of medium dense to dense sand with silt. The report provides detailed soil design parameters including unit weights, effective unit weights, internal friction angles, cohesion values, soil modulus coefficients, and earth pressure coefficients for use in the structural design. Groundwater levels measured during drilling ranged from 2.3 to 4.8 feet above the existing ground surface (mudline) and are subject to fluctuation due to tidal conditions and seasonal variations. The report recommends retaining ECS for field observations and quality assurance testing during construction to verify subsurface conditions assumed in the design.

2.0 PROJECT INFORMATION
2.1 PROJECT LOCATION/CURRENT SITE USE/PAST SITE USE
The subject site is the water/dock areas of Lee Wenner Park located at 300 Riveredge Blvd in Cocoa, Brevard County, Florida. The subject property comprises approximately 9 acres and consists of one (1) Brevard County parcels identified as Parcel Identification Number (PIN) 24-36-33-00-43. A Site Location Diagram is presented as Figure 2.1.1 below and reproduced within Appendix A of this report.
Figure 2.1.1. Site Location
Based on review of aerial photographs dating back to 1958, the site was open water adjacent to the Hubert Humphrey Causeway prior to 1958. Between 1958 and 1984, Lee Wenner Park was constructed.
Between 1984 and 1999, dock structures were built along the southern edge of Lee Wenner Park. In 2017, the western dock structures were removed. Between 2017 and 2019, the eastern dock structure was removed, as well. Between 2019 and 2022, new dock structures were constructed. Between 2022 and 2023, the western dock structures were removed. The site has remained in that condition through current day.

2.2 PROPOSED CONSTRUCTION
Based on email correspondence with you, we understand the proposed construction consists of replacing the existing or recently demolished dock structures. We understand the docks are planned to be supported by 14” prestressed concrete piles. ECS’ scope was to provide subsurface soil parameters to support Taylor Engineering’s pile designs.
3.0 FIELD EXPLORATION AND LABORATORY TESTING
Our exploration procedures are explained in greater detail in Appendix B including the insert entitled Subsurface Exploration Procedures. Our original scope of work included drilling four (4) Standard Penetration Test (SPT) borings to depths approximately 80 feet below the existing mudline. Our borings were located with a handheld GPS unit and their approximate locations are shown on the Boring Location Diagram in Appendix A.
ECS Project No. 24:8230 Page 5
The accuracy of the test locations is consistent with the precision typically achievable using handheld GPS equipment and should be considered approximate. The boring locations shown on our Boring Location Diagram and the elevations provided on our Boring logs have not been ground surveyed and therefore are considered approximate. The boring locations and elevations are not certified as correct by ECS. Users of this data do so at their own risk.

3.2 GROUNDWATER OBSERVATIONS
Water levels were measured at the time of field exploration on January 21 – 23, 2026. Groundwater depths measured at the time of drilling ranged from 2.3 to 4.8 feet above the existing ground surface (mudline). Groundwater levels will fluctuate due to tidal conditions, seasonal climatic variations, surface water runoff patterns, construction operations, and other interrelated factors.
3.3 LABORATORY TESTING
The laboratory testing consisted of selected tests performed on samples obtained during our field exploration operations. Classification and index property tests were performed on representative soil samples. The index testing program included natural moisture content tests (ASTM D2216), percent passing the No. 200 sieve (ASTM D6913), and Atterberg Limits (ASTM D4318).
Each sample was visually classified on the basis of texture and plasticity in accordance with ASTM D2488 Standard Practice for Description and Identification of Soils (Visual-Manual Procedures) and including USCS classification symbols, and ASTM D2487 Standard Practice for Classification for Engineering Purposes (Unified Soil Classification System (USCS)). After classification, the samples were grouped in the
ECS Project No. 24:8230 Page 6 major zones noted on the boring logs in Appendix B. The group symbols for each soil type are indicated in parentheses along with the soil descriptions. The stratification lines between strata on the logs are approximate; in situ, the transitions may be gradual.
4.0 DESIGN RECOMMENDATIONS
4.1 DESIGN PARAMETERS
The table in Appendix A presents estimated soil parameters which can be used for the design of the structure foundations. The parameters shown in the table are based on empirical correlations between the results of the SPT boring (N-values) and various soil properties. In each case, N-values were averaged over the zone of interest. Included in the tables are typical soil unit weight, angle of internal friction, cohesion, the soil modulus parameter and coefficient of passive earth pressures.
Note: We do not recommend the Stratum I layer be considered for structural design due to the erodible nature of the soils with tidal influence.

1Classifications and symbols per ASTM D 2488-17 (Visual-Manual Procedure) unless noted otherwise.
2To be consistent with general practice, “POORLY GRADED” has been removed from GP, GP-GM, GP-GC, SP, SP-SM, SP-SC soil types on the boring logs.
3Non-ASTM designations are included in soil descriptions and symbols along with ASTM symbol [Ex: (SM-FILL)].
4Typically estimated via pocket penetrometer or Torvane shear test and expressed in tons per square foot (tsf).
5Standard Penetration Test (SPT) refers to the number of hammer blows (blow count) of a 140 lb. hammer falling 30 inches on a 2 inch OD split spoon sampler required to drive the sampler 12 inches (ASTM D 1586). “N-value” is another term for “blow count” and is expressed in blows per foot (bpf). SPT correlations per 7.4.2 Method B and need to be corrected if using an auto hammer.
6The water levels are those levels actually measured in the borehole at the times indicated by the symbol. The measurements are relatively reliable when augering, without adding fluids, in granular soils. In clay and cohesive silts, the determination of water levels may require several days for the water level to stabilize. In such cases, additional methods of measurement are generally employed.
7Minor deviation from ASTM D 2488-17 Note 14.
8Percentages are estimated to the nearest 5% per ASTM D 2488-17.

SUBSURFACE EXPLORATION PROCEDURE:
STANDARD PENETRATION TESTING (SPT)
ASTM D 1586
Split-Barrel Sampling
Standard Penetra on Tes ng, or SPT, is the most frequently used subsurface explora on test performed worldwide. This test provides samples for iden fica on purposes, as well as a measure of penetra on resistance, or N-value. The N-Value, or blow counts, when corrected and correlated, can approximate engineering proper es of soils used for geotechnical design and engineering purposes.
• Involves driving a hollow tube (split-spoon) into the ground by dropping a 140-lb hammer a height of 30-inches at desired depth
• Recording the number of hammer blows required to drive split-spoon a distance of 18-24 inches (in 3 or 4 Increments of 6 inches each)
• Auger is advanced* and an addi onal SPT is per-formed
• One SPT typically performed for every two to five feet. An approximate 1.5 inch diameter soil sam-ple is recovered.
*Drilling Methods May Vary— The predominant drilling methods used for SPT are open hole fluid rotary drilling and hollow-stem auger drilling.
