About this file
This is an Addendum 1 to the Invitation to Bid (ITB B-26-10-COC) issued by the City of Cocoa, Florida, for the Cocoa Waterfront Dock and Breakwater project known as the "Lee Wenner Day Docks." The addendum, dated July 22, 2026, addresses 29 questions and provides clarifications regarding the bidding documents and specifications for this waterfront construction project. The project involves the construction of a new day-slip marina facility at Lee Wenner Park, including permanent concrete docks, finger piers, marine piles, prestressed concrete pile installation, revetment construction, and associated marine components. The addendum clarifies critical technical requirements including pile design and installation criteria, corrugated tube specifications, stone gradation for armor revetment, prestressed concrete pile design responsibilities, utility verification procedures, demolition limits, geotechnical site conditions, pile penetration and refusal criteria, marine access and construction operations, and protection of existing facilities. Contractors are required to establish their own survey control and provide as-built surveys documenting compliance with specified tolerances, and the project is subject to environmental compliance requirements including turbidity monitoring and manatee protection per associated permits.
The addendum specifies that the City of Cocoa is responsible for obtaining Water Management District and USACE permits, while contractors must obtain all other required permits and associated fees. The project is being funded in part by a Florida Inland Navigation District (FIND) grant, with contractors required to comply with all FIND grant requirements including documentation, certified payrolls, schedule updates, inspection coordination, and closeout documentation for grant reimbursement. The addendum clarifies that the Contractor must engage a specialty engineer to design prestressed piles and concrete members, with the Owner and Engineer providing shop drawing reviews within 14 calendar days. Key material specifications are revised through the addendum, including marine mattress thickness (6 inches) with US 670 geotextile underlayment incorporating 2-foot overlap extensions, and armor stone gradation tolerances requiring installation within 6 inches above and no more than 2 inches below the neat line. The Contractor is responsible for all staging, material storage, equipment locations, fuel storage, and employee parking within Owner-approved areas that do not interfere with public operations, including boat ramp operations and public access.

To All Plan Holders:
The following addresses and provides clarification of the Bidding Documents and Specifications as fully and completely as if the same were fully set forth therein. Receipt of this addendum must be noted on the Receipt of Addendum(s) and Acknowledgement Form.
A. This addendum includes and addresses the following questions. The questions are listed below numbered 1 through 29 with responses provided in red below the question.
1. On sheet C-11 the Min. Tip Elevation is -45’ and the Pile installation notes (5) give criteria on Allowable Bearing Resistance of the soil. It both are achieved before the full length of the pile is installed then are we allowed to cut off the pile? If so, what will be the purpose of the Corrugated Tube design in section A and B?
Answer: If installed piles reach both the minimum tip elevation and the allowable soil bearing resistance, the Contractor may cut the pile head at the cutoff elevation shown on C-11. Per Detail A on C-11, the corrugated tube must extend to at least the depth shown for dowel installation. To meet this requirement after cutoff, the Contractor may furnish piles with additional corrugated tube length.
2. On sheet C-15 the detail and gradation design could look closer to the following given the diameter of the largest class stone is over 3’. Will this be acceptable?
