About this file
This is a Notice to Contractor Builders from the Okahumpka Community Club, Inc., regarding the Virgil Darnell Hawkins Community Center construction project in Lake County, Florida, which is being funded through grants from the Florida Department of State's Historic Resources division and a Lake County Community Development Block Grant. The project involves construction of a single-story Concrete Masonry Unit facility with comprehensive bid line items including doors, windows, electrical systems, plumbing, roofing, site work, and landscaping. The winning contractor is responsible for securing Lake County Building permits and completing all work from site preparation through final landscaping. Contractors must submit sealed bids by August 12, 2025, to okahumpkacommunityclubinc@gmail.com, with questions regarding the project directed to the same email address. The contractor must be licensed, insured, and experienced in similar projects, and must be willing to work within the funding agencies' policies, reporting procedures, payment schedules, and documentation requirements.
The roof truss package for the project is not included in the Request for Proposals, as a large portion of the cost is being donated by RoMac Building Supply's truss manufacturing division. Contractors are responsible for setting the trusses and completing onsite design features, with these expenses included in the fixed bid submission. Similarly, James Hardie Building Products is providing a materials donation for exterior and interior construction, meaning contractors should only factor labor costs for installing these products. Bidders must submit detailed proposals with individual line-item budgets covering both labor and materials for all non-donated items. The project emphasizes historical preservation and requires contractors to comply with federal labor standards, including Davis-Bacon Act wage requirements and detailed payroll documentation.
