About this file
This is a Notice of Intent to Award issued by the Oregon Department of Administrative Services, State Procurement Services (DAS SPS) on behalf of the Oregon Department of Environmental Quality (DEQ) for the Former St. Helens Fiberboard Facility Lowland/In-Water Operable Unit Interim Removal Action Measure (IRAM) project. The project involves comprehensive environmental remediation including the removal of approximately 52,000 cubic yards of contaminated soil, sediment, and wood waste from a former industrial site in Coos County, with work objectives encompassing restoration of ecological function and protection of the area from future disturbances. The mandatory pre-bid conference was held on November 14, 2025, with bids due on December 11, 2025. The contract has been awarded to ENTACT Environmental Services, Inc. dba ENTACT, LLC, with a Notice to Proceed anticipated following execution of the Public Improvement Agreement and submission of required bonding, insurance documents, and W-9 Form as stipulated in Section D.7 of the ITB. Project work will be completed over two consecutive construction seasons (2026-2027), with a potential third season for restoration planting, commencing on February 1, 2026.
The total awarded contract amount is $31,301,821.77 based on the Base Bid Lump Sum and Alternates Lump Sum, representing the apparent lowest responsible bid received. The award is contingent upon receipt of hard copy bid security and is subject to a seven-day appeal period and any protests filed with DAS SPS. The project evaluation criteria focused on technical expertise in contaminated sediment remediation, environmental compliance capabilities, and comprehensive pricing across 41 base bid items and 12 alternate bid items. The contract includes stringent requirements for prevailing wage standards and apprenticeship goals mandating 12% of work hours be performed by apprentices. Comprehensive insurance requirements include workers' compensation, commercial general liability, pollution liability, and professional liability coverage with specific limits. The project is funded through settlement funds, with the original estimated project value of $50,000,000, indicating significant financial resources available for the remediation effort.
