About this file
This is Addendum 3 to an Invitation to Bid (ITB) issued by the Oregon Department of Administrative Services, State Procurement Services on behalf of the Oregon Department of Environmental Quality for the Former St. Helens Fiberboard Facility Lowland/In-Water Operable Unit Interim Removal Action Measure (IRAM) project. The addendum modifies the pricing form to reflect an increased quantity for Bid Item 039 (Subtitle D: Transport and Dispose) from the previously stated amount to 140,000 tons, which directly impacts the fee calculation for hazardous waste management and solid waste disposal services. The ITB encompasses comprehensive environmental remediation work including excavation, loading, and hauling of contaminated materials; construction of haul roads and protection berms; water treatment system installation and operation; sediment rehandling and stabilization; and habitat restoration and planting. The contract includes 43 base bid items and 12 alternate bid items, with a mandatory pre-bid conference held on November 14, 2025, and an original bid submission deadline of December 11, 2025. All requests for clarification, changes, or protests regarding this addendum must be received by December 10, 2025 at 2:00 PM Pacific time. Bidders are required to acknowledge receipt of this addendum by completing the designated section of the Bidder Information and Certifications Form, with failure to do so potentially resulting in bid rejection as non-responsive.
The pricing form requires bidders to submit unit costs and total costs for all line items, with the base bid evaluated by excluding DEQ fees as required under Oregon Revised Statutes 468.035(4). The contract is estimated at $50,000,000 and will be funded through settlement funds dedicated to environmental remediation. The project will be executed over two consecutive construction seasons beginning February 1, 2026, with potential continuation for a third season for restoration planting. Bidders must demonstrate substantial experience in contaminated sediment remediation, water treatment system management, dewatering operations, and intertidal environment work. The contract requires comprehensive insurance coverage including workers' compensation, commercial general liability, pollution liability, and professional liability with specified limits, along with prevailing wage standards and apprenticeship goals requiring 12 percent of work hours to be performed by apprentices. No incumbent vendors are identified, and no specific small business or disadvantaged business set-asides are noted in the addendum.
