Addendum 2 to ITB S-DASOBO-00014831
This is an addendum document issued by the Oregon Department of Administrative Services (DAS) and the Oregon Department of Environmental Quality (DEQ) modifying the Invitation to Bid for the Former St. Helens Fiberboard Facility Lowland/In-Water Operable Unit Interim Removal Action Measure (IRAM). Addendum 2 extends critical deadlines and updates project specifications and pricing requirements. The deadline for solicitation protests, requests for change, requests for clarification, and bid submissions has been extended to December 4, 2025 at 2:00 PM and December 11, 2025 at 2:00 PM (Pacific Standard Time), respectively. The addendum modifies the pricing form to update the quantity for Bid Item 039 (Subtitle D: Transport and Dispose) from 129,000 tons to 140,000 tons and adds two new bid items: Item 042 (Water Treatment System Fixed Costs) as a lump sum payment and Item 043 (Clear Vegetation Subarea 1) as a lump sum payment. The technical specifications are revised across multiple sheets to exclude equipment from the original Water Processing item, add payment terms and two additional pay items, and revise the unit of payment to tons. Updated drawings C-32 and C-43 reflect wastewater treatment discharge details, including floating debris and oil boom configurations with curtain and sorbent booms, splash pad details, and work area isolation plans with proposed remedy protection berms at elevation +13 feet NAVD88.
Bidders must acknowledge receipt of Addendum 2 by signing and returning the document prior to bid closing and completing the Acknowledgement of Addenda section in the bidder information form; failure to do so may result in bid rejection as non-responsive. The addendum updates additional reference documents to include an Optional Bidder Site Access Sign-In event scheduled for December 3, 2025, and references the previously scheduled Mandatory Pre-Bid Conference on November 14, 2025. The pricing structure maintains Oregon Revised Statute 468.035(4) provisions requiring subtraction of Oregon DEQ hazardous waste management or solid waste fees from bid evaluation while requiring actual payment of these fees at the disposal facility. The base bid includes 41 line items with the largest quantities being 140,000 tons for Subtitle D disposal, 52,000 cubic yards for IRAM excavation, and 28,000 killigallons for water processing. The contract includes 12 alternate bid items addressing optional scope elements such as hazardous material abatement, asphalt repairs, tree salvage, and additional excavation work. No incumbent vendor information or set-aside designations are identified in the addendum.
