About this file

This is Addendum 4 to an Invitation to Bid (ITB) issued by the Oregon Department of Administrative Services, State Procurement Services (DAS SPS) on behalf of the Oregon Department of Environmental Quality (DEQ) for the Former St. Helens Fiberboard Facility Lowland/In-Water Operable Unit Interim Removal Action Measure (IRAM) project. Addendum 4 modifies the original ITB by updating Technical Specifications Sheet 31 23 16-5 with revised geotechnical information and replacing Attachment E-2 Additional Reference Documents to include an email with geotechnical information regarding an alternative excavator option. The addendum specifies that excavators must be less than five years old (model year 2021 or newer) with fewer than 5,000 operating hours, suitable for operation from constructed haul roads, with maximum track loads of 1,940 pounds per square inch when stationary and 2,100 pounds per square inch while digging. Excavators must be capable of picking a full bucket at extended reach and equipped with smooth-edged clamshell buckets for sediment excavation within the IRAM Area. Requests for clarification, change requests, and protests regarding Addendum 4 must be submitted to DAS by 2:00 PM Pacific Time on December 11, 2025. All bidders must sign and return the addendum prior to bid closing and acknowledge receipt in the Attachment A Form A-1 Bidder Information and Certifications Form; failure to do so may result in bid rejection as non-responsive.

The addendum does not introduce new pricing terms, set-asides, or funding modifications beyond those established in the original ITB. The document emphasizes that all other areas not specifically modified by Addendum 4 remain in full force and effect under the original solicitation. Reference documents are available online at https://ordeq.org/ECSI0091ITB and include the Alternative Excavator May 2025 Email Exchange Geotechnical document, IRAM Investigation Report, Geotechnical Evaluation for Sediment Removal Haul Roads, and various other technical and regulatory documents. The addendum reinforces contractor responsibilities for weather and tidal monitoring using NOAA tidal gauge station data at St. Helens (#9439201), daily site housekeeping, and haul road maintenance with dust control measures.

PART 2 - PRODUCTS

Not used.

PART 3 - EXECUTION

3.1 EXCAVATOR(S)

A. The Contractor shall provide excavators that are less than 5 years old (Model year 2021 or newer) and have less than 5,000 operating hours.

B. Excavator shall be suitable for operation from constructed haul roads based on the Geotechnical Report (a Komatsu PC900 was evaluated and approved by the Geotechnical Engineer).

1. The maximum track load of a stationary Excavator of 1,940 pounds per square foot (psf).

2. The maximum track load of a stationary Excavator while digging of 2,100 psf (Based on Case CX250D @ ~63,500 lbs).
