About this file
This is a Notice of Intent to Award Contract issued by Clackamas County, Oregon, for Bid #2025-46, the SE Johnson Creek Blvd: 79th Place – 82nd Ave Project. The document indicates that Westech Construction is the apparent successful bidder for the infrastructure improvement project, with a bid amount of $1,714,494.04. The notice initiates a seven-calendar day protest period for unsuccessful bidders, during which they may review the procurement file and submit written protests via email to the county's procurement contact.
The bid award follows Local Contract Review Board Rule C-049-0395, with the county reserving the right to revoke the award if Westech Construction fails to negotiate and execute a contract with acceptable terms. The county emphasizes that the apparent successful bidder does not acquire any legal or equitable rights until a final contract is executed, and they may award the contract to the next highest-ranked bidder or withdraw the bid if negotiations fail. Tralee Whitley from Clackamas County Procurement is designated as the point of contact for any questions or concerns regarding the bid and potential contract award.
