About this file
This document is Addendum Number 3 to Invitation to Bid #2025-46 for the SE Johnson Creek Blvd: 79th Place - 82nd Ave Project issued by Clackamas County, Oregon. The addendum modifies the original bid document by making several changes to project bid items, including quantity adjustments for asbestos removal (increasing from 470 to 2,750 square feet), shrub quantities (reduced from 36 to 29), and adding new bid items such as friable asbestos removal and a concrete washout facility. The addendum also updates the Project Special Provisions with a detailed table of asbestos materials, their locations, quantities, and characteristics, and adds a new plan sheet for a Tire Wash Facility.
The addendum includes responses to clarifying questions from potential bidders, addressing discrepancies in landscape plant material quantities, seeding areas, and bid item specifications. The changes reflect refinements to the project scope, ensuring alignment between bid schedule, plan sheets, and project requirements. The document provides detailed guidance for bidders, including updates to bid item numbers, units, and quantities, and clarifies technical details about asbestos removal, plant materials, and facility specifications. These modifications are intended to provide greater clarity and precision for contractors preparing their bids for the infrastructure improvement project.

The following changes are made to the Project Special Provisions:
1. Subsection 00295.00 Scope – Replace Table 00195-1 with the following table:
Table 00295-1
Location/Address Material Description Quantity
(ft. or sq.ft.)
Percent Asbestos
Friable or Non-Friable

Chrysotile Friable
The following changes are made to the Project Plans:
1. Plan sheet RD1060 (Tire Wash Facility, Type 1 and 2) is added.
The following are responses to Clarifying Questions:
1. Can you please clarify why the Bid Schedule for Landscape Plant Materials (Bid Items #83 & 84 for Shrubs, #1 Container & Groundcovers, #1 Container) does not match up with the Plan Sheet FA01-'Landscape Plan'- 'Water Quality Facility Plant List quantities do not match up?
Answer: Bid item 83 has been updated to have a quantity of 29 to match plan sheet FA01. Bid item 84 has been changed to bid item 1040-0185000E WETLAND PLANTS, #1 CONTAINER with a unit of EACH and a quantity of 218.
2. There is a Permanent Seeding Bid Item (#80) for 0.12 acre, but there is not a Seeding Area shown anywhere on either the Landscape Plan Sheet or the Erosion & Sediment Control Plan (FB02) Sheet - even though there is a Construction Note #3 'Area of Seed Restoration', but not a single #3 designation shown on plan page?
Answer: Bid item 78 Permanent Seeding covers the areas with the Permanent Seeding Hatch on sheet A02. On sheet FB02 there should be construction note 3 pointing to each area where this Permanent Seeding Hatch is shown (behind sidewalk, in planter strip, etc.)
3. There is a Water Quality Seeding Bid Item # 81 for 0.06 Acre, but no indication on Landscape Plan Sheet FA01 of a Seed Mix area shown and Specification 01030 only has one Seed Mixture for Permanent Seeding 'Protime 310' which is a Lush Lawn Mix and would not normally be used for Water Quality Seeding?
Answer: Bid Item 81 is intended to pay for the plugs in the water quality pond. The bid item has been changed to Bid Item 1040-0183000E WETLAND PLANTS, PLUGS with a unit of EACH and a quantity of 1607.
The following is Plan Sheet FA01 with the bid item quantities:
4. Bid Item #16: Tire Wash Facility (Construction Note 4 Plan Sheet FB02)
• No detail is referenced or given in the documents, however there was a “concrete washout” included (dwg no. 4-20)
• Is this item for a tire wash facility or for a concrete washout?
• If it’s a tire wash, can you reference a detail?
Answer: Bid Item #93 was added for a concrete washout facility and a plan sheet for a washout facility is added to this addendum.
5. Bid item #22: Remove Non-Friable Asbestos Mat’l = 470 lf
• The subcontractor who quoted this to me said that the popcorn texture (220 sf) and white entry ceiling texture (250 sf) is also friable.
• In addition, I believe that the unit for this item should be sqft not lineal feet.
• He quoted me a lump sum for all 3 (friable items) the ceiling finishes and the seam tape (5 lf), should I break it out the ceiling finishes into the non-friable unit price even though I’m told it is friable?
• Last, what bid item is for the 2,750 sf of non-friable downstairs wall surfacing be included?
Answer: The popcorn texture and white entry ceiling texture can be considered friable, Bid Item #47 was added, and Table 00295-1 was updated for this purpose. All 3 of the bid items in quote can be considered friable. The bid item quantity and unit quantity for Bid item #22, Non-Friable Asbestos was changed to 2,750 square feet to match the table.
Make copies of the new attached Bid Schedule to replace the Bid Schedule in the Bid Proposal.
These changes will be included in the Contract for this Project. It is understood that your Bid will be submitted accordingly.
