# REFERENCE QUESTION EXPLANATIONS & MODIFICATIONS
A04-01
Appendix D, System
Descriptions, 4.1.3.1
Trunked Radio System (TRS). Question (1): The system description identifies Motorola APX 1000, APX4000, APX1500, and APX6500 radios. Per Attachment J-06, Government-Furnished Property, these radios are not listed. Please advise on the disposition and use of these radios. Question (2): Are the older Motorola XTS3000 series radios still in service and required to be maintained? Question (3): Does the Government have a target date for when the current Motorola ASTRO P25 Phase 2 TDMA TRS will be deactivated?
Appendix D, System Descriptions, describes the Trunked Radio System that will be in place on October 1, 2017. The APX series of radios had not been received as of publication of the RFP. The current legacy Motorola system (ASTRO P25 Phase 2 TDMA Trunked Radio System and associated XTS3000 series radios) is scheduled to be deactivated on July 03, 2017, with removal complete by August 1, 2017. The XTS3000 series radio will not be in service after deactivation of the legacy Motorola system and will not be required to be maintained. The offeror should refer to Clause G.7, LIST OF
GOVERNMENT PROPERTY FURNISHED PURSUANT TO FAR 52.245-1 AND NFS
1852.245-71 .
A04-02 RFP, L.19.E.v
Section L.19,E.v and the cross-referenced Clause H.19 seemingly refer to a requirement for inclusion in Volume V of the proposal, Model Contract. Yet neither clause actually states what the included content should be. Can the Government clarify what (if any) items are required for submission within Volume V in response to L.19.E.v?
Section L.19.E.v has been revised to clarify. See RFP Amendment 04.
A04-03 RFP, H.3
Clause H.3 states that "The Contractor shall comply with the publications below, and subsequent revisions thereof, that the Contracting Officer has indicated as being incorporated in this contract by reference. If compliance with subsequent revisions impacts Contractor costs, how will the Contractor be able to propose these? Are FAR clauses 52.243-1, 52.243-1-Alt II, and FAR 52.243-3 applicable to such changes? If so, can the Gov. modify this clause to clarify this?
Offerors should refer to RFP, Section I contract clauses FAR 52.243-1, Changes-Fixed Price , FAR 52.243-1, Alt. II, Changes-Fixed Price-Alternate II , and FAR 52.243-3, Changes-Time-and-Materials or Labor Hours (Applies to CLINs 004 and 005 Only), which are included by reference.

RFP Attachment L- 02, KIAC Pricing
Template and RFP, L.19.B.ix
Since an unpopulated joint venture (JV) does not have any employees, there are no labor rate buildups to be presented in the IDIQ & Consultant Rates Tab in Attachment L-02.
How should the partner rates be presented? They can be provided as a subcontractor in the tab and, per Q&A, present fully loaded rates in the first rate column and load with JV G&A or do we need to add extra rows to present the rate buildup for each of the partners for each of the labor categories so that you can see each of the partner rate buildups?
Section L.19.B.ix and RFP Attachment L-02, KIAC Pricing Template , have been revised to clarify. See RFP Amendment 04.
A04-05 General Is there an incumbent contractor currently performing these services or is this a new requirement? If there is an incumbent, could you please provide the contract number?
This acquisition is a re-compete of NNK08OH01C.
A04-06 General Will you be publishing a revised SF-33 that states the due date for proposal submission as January 5, 2017?
See RFP Amendment 01, Block 11 and Block 14 continuation page, which extends the proposal due date to January 5, 2017.
