KIAC Contract - NNK17592924R Amendment 03
This is Amendment 03 to the solicitation entitled Kennedy Infrastructure, Applications, and
Communications (KIAC) Acquisition, solicitation number NNK17592924R, which was posted on October 31, 2016. Potential offerors are notified of the following changes:
1. Added Clause G.9, SPECIAL REQUIREMENTS REGARDING SYSTEM
COMPONENTS CLASSIFIED AS EQUIPMENT OR MATERIAL to contain the following: "Under the requirements of the PWS the contractor has operation, maintenance, repair, component replacement and potential expansion responsibilities for several large and dispersed systems that included components classified as equipment or material. These systems and components compose a large part of KSC’s permanent operating infrastructure, are utilized by numerous installation occupants, and do not represent Government property “used to accomplish the work of the contract.” When, in the execution of these responsibilities, the contractor finds it necessary to replace or add new system components classified as either equipment or material, title and accountability thereto shall be transferred to the Government upon completion and approval of such maintenance, repair, replacement, and expansion responsibilities.”
2. Revised L.8.(f), NFS 1852.215-81 PROPOSAL PAGE LIMITATIONS (APR 2015), to add: “For plans and responses with a maximum page limit associated with Volume IV, Plans and Other Data, the offeror shall number these plans and responses individually
(e.g., Volume IV, Safety and Health Plan, Page 1 of 50; Volume IV, Safety and Health
Plan, Page 2 of 50). For other plans and responses that do not have a maximum page limit associated, the offeror shall number these plans and responses individually (e.g., Volume
IV, Basis of Estimate (BOE), Page 1 of X; Volume IV, Basis of Estimate (BOE), Page 2 of X; where “X” is the total pages of the individual plan or response)."
3. Revised the L.8.(g), NFS 1852.215-81 PROPOSAL PAGE LIMITATIONS (APR 2015), Number of Paper Copies for Volume II, Price in the table in L.8, NFS 1852.215-81
PROPOSAL PAGE LIMITATIONS (APR 2015), from "1" to "4."
4. Replaced L.15, PROPOSAL SUBMISSION, with L.15, KSC.52.214-90, which includes a change to the delivery address, clarifies how hand-delivered proposals are handled, and emphasizes the requirements for pre-coordination.
5. Replaced J-07, Government-Furnished Services, in its entirety to reflect the modification of Licensing for "IT Systems and Support Services" to “Licensing for Maximo (IBM
Tivoli Maximo Asset Management Registered User License), TechDoc, KDDMS, and
EPACS”
Where an entire document replacement did not occur, the new “slip sheets” attached are to be used in place of the pages that were posted on October 31, 2016. For offeror’s convenience, also attached is the conformed copy of Sections A-M. The conformed RFP reflects all changes since the release of the RFP of October 31, 2016.
All other information within the RFP remains unchanged.
KIAC Contract - NNK17592924R Section G
(3) Except as provided in this clause, GFP furnished under this contract shall be governed by the respective applicable Government property clause of this contract.

(2) Right to Purchase. If upon expiration or termination of this contract the Government wishes to purchase all or any portion of the contractor-owned property acquired under the conditions of this clause, or if the Government wishes that all or any portion of this property be offered to another or successor Government contractor for purchase, the contractor shall make the property available for inspection, and offer it for purchase at the then existing net book value, subject to reasonable terms and conditions regarding payment and other matters to be agreed upon by the parties.
(3) Low Value Property. Low value property is Government-furnished equipment, special tooling, or special test equipment that has an acquisition cost of less than $1,000 and is not defined as sensitive property. KIAC Contract - NNK17592924R Section L
(b) A page is defined as one side of a sheet, 8-1/2" x 11", with at least one inch margins on all sides, using not smaller than 12 point type in Times New Roman font. Foldouts count as an equivalent number of 8-1/2" x 11" pages and should only be printed on one side. The metric standard format most closely approximating the described standard 8-1/2" x 11" size may also be used. The text shall be printed on double sided pages. Each page, tab, or divider containing proposal material shall be counted as a page. Dividers with no proposal data shall be excluded from the page limitations. Printed pages and illustrations shall be legible and no larger than 11”x17” foldouts as appropriate for the subject matter.
Each foldout shall be printed on one side only, folded entirely within the volume, and shall count as two pages. All pages in each volume shall be numbered sequentially. Hypertext links shall be the same minimum font size. The preferred method of implementing hyperlinks is to indicate the hyperlink by blue font color and establishing the hypertext in Acrobat with “invisible rectangle” with “no outline.”
(c) Title pages and tables of contents are excluded from the page counts specified in paragraph (a) of this provision. Any information construed as proposal information on title pages and tables of contents will not be evaluated. In addition, the Price section of the proposal is not page limited. However, this section is to be strictly limited to cost and price information. Information that can be construed as belonging in one of the other sections of the proposal will be so construed and counted against that section's page limitation.
(d) If final revisions are requested, separate page limitations will be specified in the
Government's request for that submission.
(e) Pages submitted in excess of the limitations specified in this provision will not be evaluated by the Government and will be returned to the offeror.
(f) Page Numbering: Each individual volume (Mission Suitability, Price, Past
Performance, Plans and Other Data, and Model Contract) shall be numbered in the footer to identify the number of pages in each specific volume (e.g., Volume III, Page 1 of 50; Volume III, Page 2 of 50). The table of contents for each of the volumes shall be numbered using lower case Roman numeral (e.g., Volume III, Page i of xi; Volume III, Page ii of xi). For plans and responses with a maximum page limit associated with Volume IV, Plans and Other Data, the offeror shall number these plans and responses individually (e.g., Volume IV, Safety and Health Plan, Page 1 of 50; Volume IV, Safety and Health Plan, Page 2 of 50). For other plans and responses that do not have a maximum page limit associated, the offeror shall number these plans and responses individually (e.g., Volume IV, Basis of Estimate (BOE), Page 1 of X; Volume IV, Basis of Estimate (BOE), Page 2 of X; where “X” is the total pages of the individual plan or response).
(g) Proposals shall be submitted in five volumes as depicted below. The offeror shall mark one copy of each volume identified below as “Original”. Each volume must be contained in a three ring binder and numbered (e.g. Volume I, “Original” of 12; Volume I, copy 2 of 12; Volume I, copy 3 of 12). No material outside of the proposal volumes may be incorporated by reference. A suitable table of contents (excluded from the page limitations) shall be provided with each volume for ready reference to sections, figures, and illustrations.
