D-002Generalwhat driving forces led to an 8(a) set-aside and what concerns you all currently have that are driving you towards your finalized acquisition strategy? The Government performed a comprehensive review of the responses received from the Sources Sought Synopsis posted on March 31, 2016 and determined that a competitive 8(a) set-aside was most appropriate for this acquisition consistent with Federal Acquisition Regulations (FAR) 19.2.
D-003GeneralWhy a "minimum order" was only identified for one CLIN (page 55) and not the entire contract?FAR 52.216-19, Order Limitations (Oct 1995), applies to individual task orders and not the contract as a whole. CLIN 001, NASA Standard Services, provides adequate consideration for the purposes of establishing a binding contract.

D-043Draft Request For Proposal138-9L.19.a.iiSection ii.a states that “The offeror shall describe the technical approach and methodology for meeting all requirements under PWS elements 5, 6, and 7.” However, Sections ii.b, ii.c, and ii.d then request a narrow subset of the tasks associated with PWS elements 5, 6, and 7. Providing detailed responses to every single sub- and sub-sub-task under PWS 5, 6, and 7 for Section ii.a would mean that the subsequent responses in ii.b, ii.c, and ii.d are necessarily redundant. We therefore suppose the Government’s intent is that offerors respond to Section ii.a with a high-level overview approach to PWS elements 5, 6, and 7 and focus more on the specific details required in ii.b, ii.c, and ii.d. Please confirm or clarify the intent of the Section L.19.ii instruction. The RFP will be revised to clarify where a high-level versus a detailed response is requested.
